Domestic Violence; Revises prohibition on sale or transfer of firearms to persons convicted of misdemeanor domestic violence offenses; prohibits persons convicted of misdemeanor offense of domestic violence from possessing firearm or ammunition; requires persons convicted of misdemeanor offenses of domestic violence to surrender all firearms & ammunition; provides requirements for law enforcement officers carrying out court order & taking possession of firearms & ammunition; requires all law enforcement agencies to develop certain policies & procedures; authorizes defendant to elect to transfer all firearms & ammunitions that he or she owns to another person.

Agricultural Practices; Requires, rather than authorizes, DACS to develop & adopt rules for certain measures & best management practices for statewide pollution reduction; requires DACS to develop & adopt rules to provide financial assistance guidelines for implementation of such measures & practices; exempts such financial assistance from specified procurement; requires such rules to be updated within specified timeframe & to provide specified administrative fines.

End-stage Renal Disease Facility Emergency Planning; Requires end-stage renal disease facilities to annually provide information regarding special needs shelter registration to certain persons; requires local emergency management agencies to identify & include in county emergency management plans health care facilities for which utilities must prioritize restoration of services; requires end-stage renal disease facilities to adopt plans for emergency preparedness & contingency operations, continuity of care, & continuity of essential building systems applicable during emergencies or disasters.

Psychology Interjurisdictional Compact; Creates Psychology Interjurisdictional Compact; authorizes specified psychologists licensed in compact states to practice telepsychology & practice temporarily in other compact states; provides for construction, severability, rulemaking, & state enforcement.

Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.

Care for Retired Law Enforcement Dogs; Creates Care for Retired Law Enforcement Dogs Program within FDLE; requires FDLE to contract with nonprofit corporation to administer & manage program; specifies requirements for nonprofit corporation & disbursement of funds for veterinary care of eligible retired law enforcement dogs. APPROPRIATION: $300,000

Veteran Suicide Prevention Training; Requires DVA to establish Veteran Suicide Prevention Training Pilot Program; provides purpose; requires participants to receive training; requires DVA to contract to develop training curriculum; requires DVA to oversee process for administering training & certifying participants; requires report to Legislature; provides appropriation. APPROPRIATION: $500,000

Alzheimer's Disease and Related Forms of Dementia Education and Public Awareness; Requires DOH to educate licensed health care providers regarding specified information related to Alzheimer's disease & related forms of dementia.

Ukraine; A resolution condemning the invasion of Ukraine and supporting the people of Ukraine.

Peer Specialists; Provides peer specialists are essential element of coordinated system of care in recovery from substance use disorder or mental illness; revises background screening requirements for peer specialists; revises requirements for certification as peer specialist; requires DCF to develop training program for peer specialists.
