Youth in Solitary Confinement; Prohibits DOC or local governmental body from subjecting youth prisoners to solitary confinement; prohibits youth prisoners from being subjected to emergency cell confinement for longer than certain duration; requires facility staff to document placements of youth prisoners in emergency cell confinement; requires mental health clinician perform face-to-face evaluation of youth prisoners subjected to emergency cell confinement; provides for individualized suicide crisis intervention plan for certain youth prisoner; provides for protection of youth prisoners held in disciplinary cell confinement; requires DOC & boards of county commissioners to certify compliance & adopt specified policies & procedures.

Use or Threatened Use of Force; Removes provisions stating persons who use or threaten to use force, other than deadly force, do not have duty to retreat before using or threatening to use such force; prohibits use of deadly force by person who knows that he or she can avoid using deadly force with complete safety by retreating; removes provisions stating person using or threatening to use deadly force does not have duty to retreat & has right to stand his or her ground; repeals provisions relating to immunity from criminal prosecution & civil action for justifiable use or threatened use of force.

Reproductive Health Care Rights; Provides each person has certain fundamental rights related to reproductive health care; prohibits person, state, local governmental entity, or any political subdivision of state from discriminating against, denying, unduly burdening, or interfering with exercise of such fundamental rights; provides for civil cause of action & remedies; provides recovery limits of sovereign immunity apply.

Required Instruction in the History of Asian Americans and Pacific Islanders; Requires history of Asian Americans & Pacific Islanders to be included in specified instruction.

Second Chance Program - 13th Judicial Circuit; Provides an appropriation for the Second Chance Program - 13th Judicial Circuit. APPROPRIATION: $346,735

Guidance Services on Academic and Career Planning; Requires students & parents be informed of certain acceleration, academic, & career planning options; requires personalized academic & career plan be developed in consultation with certified school counselor for certain students; requires certain information to be included in such plan.

Marriages Between Persons of the Same Sex; Repeals provisions relating to marriages between persons of the same sex.

Antiretroviral Drugs; Authorizes pharmacists to order & dispense preexposure & postexposure prophylaxes to patients without prescriptions; requires pharmacists to complete specified training; authorizes pharmacists to order & dispense specified supplies of preexposure prophylaxes & full courses of postexposure prophylaxes to patients without prescriptions; prohibits health insurers from requiring prior authorizations or step-therapy protocols for antiretroviral drugs; prohibits health insurers from refusing to cover, or allowing pharmacy benefit managers to refuse to cover, preexposure & postexposure prophylaxes.

Sale, Transfer, or Storage of Firearms; Revises standard for adults & minors to be considered criminally negligent in storage of firearm; redefining term "minor"; revises exception to prohibition on storing or leaving loaded firearm within reach or easy access of minor who obtains it & commits specified violation; revises requirements for safe storage of loaded firearms; provides criminal penalties if person fails to properly secure or store firearm & minor gains access to weapon as result; requires seller or transferor of firearm to provide each purchaser or transferee with specified information; provides immunity for certain providers of information.

Equal Rights for Men and Women; Ratifies proposed amendment to U.S. Constitution relating to equal rights for men & women.
