Reemployment Assistance; Creates Reemployment Assistance Ombudsman Office within DEO; specifies that unemployment commences on date of unemployment; prohibits otherwise eligible individuals from being deemed ineligible for benefits solely because they seek, apply for, or are willing to accept only part-time work; revises eligibility requirements for receiving reemployment assistance benefits; suspends work requirements, work availability, & work search requirements during declared state of emergency & thereafter; removes provisions disqualifying individuals for benefits as result of drug use; revises minimum & maximum weekly benefit amounts & duration of benefits; revises eligibility requirements & cap for short-time compensation benefits.

Climate and Resiliency Task Force; Requires Commissioner of Insurance Regulation to convene Climate & Resiliency Task Force for specified purposes; provides duties of task force; requires report to Governor, Cabinet, & Legislature.

Florida Seal of Fine Arts Program; Establishes Florida Seal of Fine Arts Program within DOE; provides purpose of program; specifies eligibility requirements for awarding of Seal of Fine Arts; defines "work of art"; authorizes State Board of Education to adopt additional requirements for award of seal; requires Commissioner of Education & school districts to perform specified duties to administer program; prohibits school district or DOE from charging fee for seal; requires state board to adopt rules.

Contracts for Instructional Personnel; Deletes provision prohibiting award of annual contract under certain circumstances; provides definition of "extended contract"; authorizes district school board to award extended contract to certain instructional personnel under certain conditions; provides remedy for violation of such contract; authorizes suspension or dismissal of instructional personnel on such contracts under certain circumstances

Non-Custodial Parent Employment Program; Provides an appropriation for the Non-Custodial Parent Employment Program. APPROPRIATION: $500,000

Child Care Facility Transportation; Requires certain vehicles, by specified date, to be equipped with reliable alarm system that meets specified criteria; requires DCF to adopt by rule minimum safety standards for such systems & to maintain list of approved alarm manufacturers & alarm systems.

Disability Achievement Center - Safe Home Access for Seniors; Provides an appropriation for the Disability Achievement Center - Safe Home Access for Seniors. APPROPRIATION: $200,000

We Love Books Mobile Literacy Program Expansion; Provides an appropriation for the We Love Books Mobile Literacy Program Expansion. APPROPRIATION: $257,700

St. Petersburg College - Industrial Workforce Business Incubator; Provides an appropriation for the St. Petersburg College - Industrial Workforce Business Incubator. APPROPRIATION: $736,700
