Mental Health Professionals; Reclassifies intern registrations as associate registrations for professions of clinical social work, marriage & family therapy, & mental health counseling; removes requirement that licensed mental health professional be present on premises when registered associates, formerly classified as registered interns, are providing clinical services in private practice setting.

Compensation for Wrongfully Incarcerated Persons; Revises requirements for filing petition seeking compensation; provides that deceased person's heirs, successors, or assigns do not have standing to file such petition; revises requirements for eligibility for compensation, awarding compensation, & continuing appropriations.

Underground Facilities; Revises timeframe within which excavator is required to provide certain information through free-access notification system established by Sunshine State One-Call of Florida, Inc.; revises timeframes during which member operators who receive such notifications are required to mark horizontal route of underground facility & provide positive response to system; provides noncriminal infraction subject to enhanced civil penalties for specified violation.

Refusal to Submit to Breath, Urine, or Blood Test; Requires person arrested for DUI who refuses to submit to lawful breath test to be told that he or she is subject to mandatory placement of ignition interlock device on all vehicles leased or owned & routinely operated by person; requires person arrested for DUI who refuses to submit to lawful breath test to be subject to mandatory placement of such device on all vehicles leased or owned & routinely operated by person; authorizes certain placement periods to run concurrently; requires reporting to DHSMV; requires certain information to be contained in notice of suspension; waives requirement to install such device; directs DHSMV to require placement of such device before issuing permanent or restricted driver license to person who refused to submit to lawful breath test; requires person to install device at his or her own expense for specified period.

Hope Cards for Persons Issued Orders of Protection; Requires clerks of circuit court, in consultation with Office of Attorney General, to develop & implement Hope Card Program; requires clerks to implement program; authorizes persons to request Hope Card after specified date; specifies when & how person may request Hope Card; requires clerks' offices to create Hope Card & provide such card to petitioners within specified time frame; prohibits assessment of fee; provides requirements for Hope Card; provides criminal penalties for fraudulent use of Hope Card.

Enforcement of School Zone Speed Limits; Authorizes county or municipality to enforce speed limit in school zone through speed detection system; requires DOT to establish specifications; requires notice to public; requires law enforcement agency to administer School Crossing Guard Recruitment & Retention Program; provides for issuance of traffic citations by traffic infraction enforcement officer; provides notification requirements & procedures; provides photographs or video & evidence of speed are admissible in proceedings; requires reports; requires law enforcement agency to maintain log & perform tests of speed detection systems; provides penalty for speed limit violation in school zone; prohibits points from being imposed against driver license; prohibits infractions from being used to set insurance rates.

Psychology Interjurisdictional Compact; Creates Psychology Interjurisdictional Compact; provides for recognition of psychologist licenses in compact states; authorizes compact state to require licensure; requires compact states to meet criteria to participate in compact; establishes Psychology Interjurisdictional Compact Commission; provides membership, duties, & powers; provides for state enforcement of compact; provides for termination of compact membership; requires Board of Psychology to appoint individual to serve as state's commissioner on Psychology Interjurisdictional Compact Commission; designates state commissioner & other members or employees of commission as state agents for purpose of applying sovereign immunity & waivers of sovereign immunity.

Pub. Rec. and Meetings/Psychology Interjurisdictional Compact; Provides exemption from public records requirements for information held by DOH or the Board of Psychology pursuant to the Psychology Interjurisdictional Compact; provides exemption from public meeting requirements for certain meetings of the Psychology Interjurisdictional Compact Commission; provides for future legislative review & repeal of the exemptions; provides statement of public necessity.

Sheriffs Providing Child Protective Investigative Services; Removes provisions of law relating to sheriffs of certain counties providing child protective investigative services; requires sheriffs to transfer its CPI service functions to DCF; specifies which entity becomes custodian of files & documents; provides requirements for all grants & grant-related assets; authorizes DCF to extend private leases; authorizes DCF & sheriffs to enter into specified agreement; authorizes employees to transfer their employment to DCF; requires DCF to establish positions for such employees; provides benefits to employees who transfer their employment to DCF; requiring that the defense and indemnification of certain claims be in accordance with certain agreements, etc.

Interstate-Mobility and Universal-Recognition Occupational Licensing Act; Requires agencies, boards, departments to issue occupational license or government certification to persons; authorizes such entities to require person to pass specified examination; provides exceptions; authorizes Governor to take actions relating to occupational licenses during declared states of emergency; requires Department of Veterans Affairs to create one-stop online portal system for certain purpose; requires DBPR & DOH to use such system to verify certain credentials.
