Medicaid and Florida Kidcare Programs Expansion; Provides that certain enrollees in Florida Kidcare program & Florida Healthy Kids program with family incomes at or below specified federal poverty level are not required to pay any premiums; prohibits certain charges from being imposed on such enrollees; revises list of people eligible for & length of time covered by Medicaid optional payments; requires AHCA to create Office of Medicaid Ombudsman to provide consumer protection & perform advocacy functions related to Medicaid.

Evictions During Emergency Conditions; Prohibits sheriff from serving or executing writ of possession until specified time on certain premises that are under hurricane watch or hurricane warning; tolling notice period for writ of possession issued on certain premises that are under hurricane watch or hurricane warning.

Homeowners' Insurance Payment Assistance; Establishes Emergency Property Insurance Assistance Program within Department of Commerce; provides grant eligibility requirements; provides duties of department related to program; requires department to adopt rules; provides appropriation. APPROPRIATION: $1,000,000,000

Hate Crimes; Revises requirements for acquisition & publication of hate crime data; requires such data to be reported in specified format; requires specified training; requires law enforcement agencies to adopt hate crime policies; requires judges to consider noncarceral sentencing for certain first-time hate crime offenders; provides additional requirements for annual summary.

State of Israel; Expresses support for State of Israel.

Crime Victim Compensation Claims; Provides for waiver of deadlines for filing for victim compensation claims if delay occurred because of delay in testing of DNA or DNA profile matching from material collected as evidence related to sexual offense.

Medical Use of Marijuana ; Requiring qualified physicians to perform in-person physical patient examinations before issuing initial physician certifications for the medical use of marijuana; authorizing such qualified physicians to perform patient examinations and evaluations through telehealth for renewals of physician certifications for the medical use of marijuana under certain circumstances; authorizing the Department of Health to suspend the registration of a qualified physician in the medical marijuana use registry for a specified timeframe under certain circumstances, etc.

Certified Peer Specialist Gateway Pilot Program; Creates pilot program within DOC; provides purpose of & requirements for pilot program; requires DOC to develop criteria for selecting qualified applicants; exempts persons who complete pilot program's requirements from specified background screening requirements for peer specialists; authorizes pilot program to offer funding to potential employers to cover specified costs; requires persons who have completed pilot program's requirements to provide prospective employers with incarceration records; requires such persons to receive signed informed consent form from any potential clients.

Private Instructional Personnel; Revises definition of term "private instructional personnel" to include registered behavioral technicians employed by certain providers.

Clerks of Court; Revises collections requirements of clerk of court when party petitions for dissolution of marriage; revises collections requirements in probate matters; revises collections requirements of clerk of court in trial & appellate proceedings; revises allocation of filing fees in trial & appellate proceedings; revises collections requirements of clerk of court as it relates to fines, fees, service charges, & costs remitted to state.
