Reading Achievement Initiative for Scholastic Excellence Program; Authorizes tutoring to be provided after school day; & authorizes school districts that participate in specified tutoring program to provide stipend to instructional personnel & high school students serving as tutors for after-school tutoring.
Graduate Program Admissions; Requires institution of higher education to waive certain examination requirements for servicemember who applies for admission to graduate program that requires such examination.
Treatment by a Medical Specialist; Authorizes firefighter, law enforcement officer, correctional officer, & correctional probation officer to receive medical treatment by medical specialist for certain conditions; requires continuing care & treatment by medical specialist to be reasonable, necessary & related to firefighter's or officer's condition & authorized by workers compensation carrier, self-insured employer, or third-party administrator; specifies reimbursement percentage for such treatment.
Education; Revises provisions relating to SBE, FCS, Academically Challenging Curriculum to Enhance Learning options, single-gender programs, charter technical career centers & public technical centers, virtual education options, school readiness program providers, VPK, & ELCs, Competency-Based Education Pilot Program, Art in Capitol Competition, DJJ education programs, automotive service technology education programs, Board of Trustees of St. Petersburg College, coordinated screening & progress monitoring system, & instructional materials adoption cycles.
Security Grants; Expands Nonprofit Security Grant Program to include additional organizations; specifies that grants may be used for certain materials; revises criteria to be awarded grant; requires DEM to provide information to Legislature annually by specified date; provides appropriations. Disaster Relief; Revising provisions related disaster relief including counties and municipalities impacted by specified disasters, loan programs, grant programs, appropriations, My Safe Florida Home Program, & tax relief. APPROPRIATION: $416,955,100
Historically Black Colleges and Universities; Provides appropriation to DOE for increased security measures at public & private historically black colleges & universities; requires reversion of unexpended funds; & provides for future appropriation. APPROPRIATION: $30,000,000
Public Safety; Repeals ss 1-36, ch. 2023-18, LOF, relating to private school requesting sheriff to establish guardian program; revises training program hours required for school employees to be certified as school guardians; authorizes person to carry concealed weapon or concealed firearm if he or she is licensed to do so or meets specified requirements; prohibits person who is carrying concealed weapon or concealed firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or concealed firearm in this state if he or she meets same requirements as resident; requires each law enforcement agency to create & maintain an active assailant response policy; requires Office of Safe Schools to develop behavioral threat management operational process; requires DOE to establish Florida Safe Schools Canine Program.
Housing; Creates Department of Housing & Tenant Rights; provides for secretary be appointed by Governor & confirmed by Senate; provides purpose of department; requires department submit a report; revises provisions relating to residential tenancies, landlords, & tenants, including requirements for rental agreements, security deposits, notices, evictions, rights to purchase, rent control, impact fees, & documentary stamp taxes.
Insurer Accountability; Revises reporting requirements for insurers that pay financial consideration or payment to affiliates; revises factors office must consider in determining whether such financial consideration or payment is fair & reasonable; specifies reporting requirements for insurers relating to agreements with affiliates.
