Ad Valorem Tax Exemption for Nonprofit Homes for the Aged; Revises ownership entities for certain nonprofit homes qualifying for exemption from ad valorem taxation to include certain limited partnerships.
Fees/Dog Breeding; Requires applications for breeder registration & inspection certificates to be accompanied by fee; requires DACS to establish specified fees for such applications.
Child Care and Early Learning Providers; Revises provisions relating to licensing, standards, education & training requirements, screenings, programs, inspections, timeframes, insurance, curriculum, accountability, statewide information system, & regulation for child care & early learning providers.
Dog Breeding; Provides presumption that breeding female dog is being used for breeding purposes unless certain conditions are met; requires dog breeders to apply for & obtain certification of registration from DACS; requires DACS to issue certificates of inspection for certain dog breeding facilities; provides registration & inspection requirements; authorizes DACS to take certain enforcement actions against dog breeder or dog breeding facility & assess fines; requires DACS to create publicly available database on website & create whistleblower program for reporting violations; requires dog breeders to microchip certain dogs; provides civil & criminal penalties; provides appropriation. APPROPRIATION: $5,550,000
Release of Balloons; Removes provision authorizing specified release of certain balloons; removes exemption from such provision for biodegradable or photodegradable balloons.
Property Tax Exemptions; Specifies that veterans & surviving spouses are entitled to certain refund; specifies that surviving spouse may choose to transfer certain exemptions.
AMIkids, Inc.; Authorizes DJJ, DOE & DCF to contract with AMIkids, Inc., for specified services.
Dependent Children; Revises law relating to dependent children including requiring guardians ad litem for each child & attorneys ad litem if court makes certain determinations; authorizes GALs to represent child in other proceedings; authorizes attorneys ad litem to represent child in other proceedings, access records, request continuances, & receive notices; provides duties & responsibilities of GALs; requiring Statewide Guardian ad Litem Office to provide oversight & assistance to attorneys ad litem, assist child find supportive adult, & designate local DSOs; authorizes Pathway to Prosperity program to provide grants.
Homestead Tax Exemption for Certain Senior, Low-income, Long-term Residents; Proposing amendments to the State Constitution to increase just value limit of real estate eligible for homestead tax exemption that may be granted by counties or municipalities to certain senior, low-income, long-term residents.
State Land Acquisition; Revises, creates, & repeals various provisions relating to the procedures & requirements for acquisition, retention, & disposal of state lands & prioritization of projects relating to such lands.
