Aftercare Services Under Road-To-Independence Program; Revises eligibility requirements for young adult to receive aftercare services; limits aftercare services available to certain young adults; authorizes DCF to distribute federal funds to young adults, regardless of their eligibility, under certain circumstances.
Transportation Services for Persons with Disabilities and the Transportation Disadvantaged; Provides duties of DOT regarding entities providing paratransit service; revises membership, terms, voting, & quorum requirements for, & duties of, Commission for Transportation Disadvantaged; provides responsibilities of transportation service provider regarding driver training & technology-based services; requires transportation service provider & local government to establish certain standards; requires reports of adverse incidents to be submitted to commission; requires commission to establish requirements for investigation thereof; requires such investigation to commence within certain timeframe; provides requirements for procurement of certain contracts with transportation service providers; requires DOT to submit report to Governor & Legislature.
Student Transportation Safety; Authorizes contracts for school bus infraction detection systems which authorize private vendor or manufacturer to receive share of revenue; revises requirements for signage posted on rear of school bus; requires law enforcement to send notice of violation to registered owner of motor vehicle involved in violation; requires court to determine whether violation has occurred; requires court to uphold violation if violation has occurred and require petitioner to pay penalties & costs; revises required uses for civil penalties assessed & collected for violations; prohibits use of system for remote surveillance; revises purposes for which video & images may be used; requires that civil penalties be remitted to school district.
Review of Advisory Bodies; Requires executive agencies to annually upload report to specified website maintained by EOG; provides requirements for such report; provides that specified provisions are subject to repeal unless reviewed & saved from repeal by Legislature.
Cancer Funding; Revises purpose of Casey DeSantis Cancer Research Program; revises duties of DOH under program; creates Cancer Connect Collaborative within DOH for specified purpose; requires collaborative to administer Cancer Innovation Fund; requires collaborative to review grant applications & make recommendations to DOH for awarding grants upon appropriation of funds to fund.
Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category. Exposures of First Responders to Fentanyl and Fentanyl Analogs; Provides criminal penalties for adults who unlawfully possess specified controlled substances & who expose first responder to such substances, if exposure results in an overdose or serious bodily injury; provides affirmative defense.
Public Meetings and Workshops for Regional Advisory Committees; Authorizes certain regional advisory committees to conduct public meetings & workshops by means of communications media technology; provides that advisory committee member who participates in public meeting or workshop using such technology is deemed present; provides requirements for use of communications media technology; provides notice requirements for such meetings & workshops.
Advanced Technology; Creates Government Technology Modernization Council; provides for council membership, meetings, & duties; requires certain entities, persons, & state agencies to adopt safety & transparency standards & provide statements & disclosures for communications & interactions generated by artificial intelligence; prohibits knowingly possessing, controlling, intentionally viewing, or intentionally creating, or reproducing specified child pornography generated by certain means; authorizes DLA to bring actions for violations under Florida Deceptive & Unfair Trade Practices Act; provides civil & criminal penalties.
Community-based Child Welfare Agencies; Authorizes DCF to extend contracts with community-based care lead agencies under certain circumstances; revises requirements for entity to serve as lead agency; requires lead agency's board of directors to disclose any known or potential conflicts of interest; requires department contracts with lead agencies to include certain contractual penalty provisions; requires department, in collaboration with lead agencies & providers of child welfare services, to develop specific funding methodology for allocation of core services which meets certain criteria; prohibits department from changing lead agency's allocation of funds provided in General Appropriations Act without legislative approval; requires contract between department & lead agency to specify rights & obligations to real property held by lead agency during term of contract.
