Nature-based Coastal Resiliency; Authorizes certain dredging & filling of submerged lands & placement of certain shorelines & seawalls within Biscayne Bay Aquatic Preserve; authorizes erection of specified structures within aquatic preserves; requires DEP to develop by specified date guidelines & standards for nature-based methods to address coastal resiliency; requires DEP & local governments to promote nature-based solutions for coastal resiliency.

Electric Bicycles; Provides requirements for operation of electric bicycles; provides penalties; creates Electric Bicycle Safety Task Force adjunct to DHSMV & provides requirements therefor; requires certain reports to Governor & Legislature by specified dates.

Fentanyl Testing; Requires hospitals or hospital-based off-campus emergency departments to test for fentanyl in urine test & perform confirmation test if urine test results are positive for fentanyl; requires specified results to be retained as part of patient's clinical record for certain timeframe.

Boating Safety; Revises & provides penalties for vessel collisions, accidents, casualties, reckless operation, & providing false information in specified reports; revises requirements for operating certain vessels; requires person convicted of certain noncriminal infractions to pay fine; provides minimum mandatory prison term for BUI manslaughter.

Elections Impacted by Emergencies; Requires counties & municipalities affected by emergency to provide specified information on their websites & through all means possible; provides that emergency contingency plan is public record & must be presented to Legislature in certain years; requires Secretary of State to consult with specified entities; provides voter rights with respect to participating in election in county that has been designated as being in state of emergency or eligible for individual or public assistance from Federal Emergency Management Agency (FEMA); requires Division of Elections to take certain actions if election is scheduled within certain timeframe after emergency; requires division to maintain certain number of strategic elections equipment reserves in certain areas of this state; authorizes division to contract with certain vendors for provision of reserve equipment; specifies certain equipment be included in reserve equipment; requires election officials to take certain actions if county has been designated as being in state of emergency or eligible for individual or public assistance; specifies that certain criminal penalties do not apply if county has been designated as being in state of emergency or eligible for individual or public assistance; prohibits supervisor from requiring certain voters to use certain uniform statewide application.

Property Insurance Policies; Specifies that certain provisions relating to homeowners' policies, offers of replacement cost coverage, & offers of law & ordinance coverage do not prohibit insurers from providing specified property insurance policies by including roof covering reimbursement schedules; provides requirements for roof covering reimbursement schedules; specifies that certain provisions relating to homeowners' policies, offers of replacement cost coverage, & offers of law & ordinance coverage do not prohibit insurers from providing specified property insurance policies by offering roof reimbursement on basis of replacement costs; specifies that certain provisions relating to homeowners' policies, offers of replacement cost coverage, & offers of law & ordinance coverage do not prohibit insurers from providing coverage on specified property insurance policies for roof that is limited to certain value; provides that stated value sublimit of coverage may not be applied to roof in certain circumstances.

Food Additives; Requires food & drink products intended for human consumption that contain synthetic dyes to have certain warning on products' packaging; requires DACS to conduct certain inspections.
