Verification of Reemployment Assistance Benefit Eligibility; Revises circumstances under which COM disqualifies claimants from reemployment assistance benefits; requires department to verify claimants' identities before paying benefits & to cross-check certain information to verify claimants' eligibility; requires department to maintain web page for specified purpose & to notify employers each year of web page.

Assessed Home Value Homestead Exemption of Non-school Property Tax; Proposes amendment to State Constitution to add a homestead exemption for levies other than school levies equal to 25 percent of the remaining assessed value after applying existing exemptions, provide construction, prohibit counties and municipalities from reducing total funding for law enforcement, and provide an effective date.

Parental Rights; Requires parental consent for minor's treatment for certain diseases; revises informed consent requirements; requires consent from parent or guardian for certain services provided by mobile response team; revises responsibility for cost of substance abuse services, confidentiality requirements, & requirements for voluntary admission for substance abuse impairment services; requires school district to provide parents with specified information before district administers certain questionnaires or forms to students; requires school district to give parent opportunity to opt his or her student out of such questionnaire or form; revises exceptions for certain parental rights; creates parental right to review, inspect, & consent to survey or questionnaire provided to parent's minor child; creates parental right to know certain information about survey or questionnaire at time of consent; creates parental right to consent in writing to use of biofeedback device on parent's minor child; defines "biofeedback device"; requires that results from use of such device be provided to parent; requires that such results be held as confidential medical record; revises exceptions for specified requirements of parental consent.

Minimum Age for Firearm Purchase or Transfer; Reduces minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm; removes exception.

Patient-directed Medical Orders; Authorizes execution of patient-directed medical order for specified purpose; provides requirements for valid patient-directed medical orders; authorizes use of telehealth for specified purpose; requires that certain health care services be provided to principal regardless of decision to withhold or withdraw life-prolonging procedures; authorizes physicians, physician assistants, & advanced practice registered nurses to withhold or withdraw life-prolonging procedures without penalty; requires AHCA to create & update database for storage of patient-directed medical orders.

Leave for Living Organ Donation; Defines "living organ donor"; requires state agencies to grant administrative leave, not to exceed specified number of days, to allow employee to serve as living organ donor; specifies that such leave is in addition to other leave authorized by law; defines "employer" and "living organ donor"; requires certain employers to grant unpaid leave of absence to allow employee to serve as living organ donor; specifies length of such leave of absence; authorizes employers to grant paid or unpaid leave for period longer than required period of time; provides effective date.

Department of Law Enforcement; Authorizes FDLE to adopt rules relating to Florida Medal of Valor & Florida Blue/Red Heart Medal programs; requires commission to appoint district medical examiners by majority vote to fill vacancies; provides that physician members of commission are eligible to serve as district medical examiners upon approval by commission,; authorizes organ procurement organization, eye bank, & tissue bank to view & copy specified autopsy records; authorizes Criminal Justice Information Program to collect, process, store, maintain, & disseminate records containing immigration detainer information; requires law enforcement agencies to capture & submit fingerprints of specified offenders to department; authorizes applications for administrative expunction of specified records; provides manners of administrative complaint service by Criminal Justice Standards & Training Commission to law enforcement, correctional, & correctional probation officers.

Extracurricular Activities; Revises provisions relating to extracurricular activities & student athletics; revises provisions relating to classification of K-12 administrative personnel.

Nursing Education Programs; Revision to application requirements for nursing education program approval; requiring the Board of Nursing to deny an application under certain circumstances; authorizing the board to revoke a program's approval under certain circumstances; authorizing the board to investigate the nature of an adverse action and take specified actions; revising requirements for annual reports program directors of approved programs are required to submit to the board; providing for the termination of a program's approval, and discipline of its program director, under certain circumstances; revising remediation procedures for approved programs with graduate passage rates that do not meet specified requirements; deleting a provision authorizing the board to extend a program's probationary status; revising requirements for certain nursing education programs placed on probationary status; providing requirements for programs with certain graduate passage rates.

Law Enforcement Officers and Other Personnel; Authorizes first responder amputees to continue to serve as first responders; creates Florida Medal of Valor & Florida Blue/Red Heart Medal; prohibits use of motor vehicle kill switches; requires mandatory minimum term of imprisonment for attempted murder in first degree committed against specified justice system personnel; prohibits depriving specified officers of digital recording devices or restraint devices, rendering them useless, or otherwise preventing officer from defending himself or herself or summoning assistance; revises requirements for reporting of missing persons information; creates Critical Infrastructure Mapping Grant Program within FDLE; specifies requirements for testing inmates for infectious diseases.
