Municipal Annexation and Contraction; Revises annexation & contraction procedures.

Education; Requires high schools to offer certain computer science courses; provides requirements for such courses; revises requirements for a certain notification relating to Florida Bright Futures Scholarship Program; authorizes certain students to use Bright Futures Scholarship for certain certificate programs & apprenticeship programs; authorizes DOE to approve certain assessments for specified program eligibility requirements & revises provisions relating to work and service requirements for program.

Governmental Agency Drone Use; Requires governmental agencies that use drones not produced by approved manufacturers to submit by specified date to DMS comprehensive plan for discontinuing use of such drones by specified date; requires that agencies not timely submitting required plan must discontinue use of such drones by specified date.

Property Tax Exemption for Surviving Spouses of Veterans; Authorizes surviving spouse of veteran who predeceased production of certain letter from Federal Government to produce letter before property appraiser.

Management and Storage of Surface Waters; Provides exemption from surface water management & storage regulations for implementation of certain measures & practices for environmental habitat creation, restoration, & enhancement activities & water quality improvements on specified agricultural lands & government-owned lands; provides condition & requirements for measures & practices; removes requirements for adverse impacts on water resources, certain notification by DEP & water management districts, & commencement of activities.

Veterans' Assistance Grants; Requires DVA, subject to appropriation, to award grants to certain entities for purpose of increasing public awareness of benefits & services available to veterans; provides requirements for initial grant recipients; requires report to DVA as condition for consideration for subsequent grants; requires DVA to adopt rules.

Driving Under the Influence; Prohibits trial court from accepting specified pleas when person is charged with DUI offense unless specified conditions are met; revises provisions & penalties regarding first, second, & subsequent refusal to submit to lawful test of breath or urine; authorizes judicial circuits to create Driving Under the Influence Diversion Program; provides program requirements; provides duties of judicial circuits & DHSMV; requires that person's new DUI offense after successful program completion be charged as though person had prior DUI conviction; prohibits court from suspending, deferring, or withholding adjudication of guilt or imposition of sentence for specified violation.

Central Service Technicians; Creates Central Service Technicians Act; establishes training certification requirements for central service technicians; requires health care facility to confirm & provide certain information.

Protection from Surgical Smoke; Requiring hospitals & ambulatory surgical centers to adopt & implement policies requiring use of smoke evacuation systems during certain surgical procedures.

Property Tax Exemptions; Specifies that veterans & surviving spouses are entitled to certain refund; specifies that surviving spouse may choose to transfer certain exemptions.
