Special Election; Provides for special election to be held on August 18, 2020, pursuant to State Constitution, for approval or rejection of amendments to State Constitution proposed by joint resolution, relating to ad valorem tax discount for spouses of certain deceased veterans who had permanent, combat-related disabilities.
State Funds; Exempts State Housing Trust Fund & Local Government Housing Trust Fund from provision authorizing Legislature to transfer unappropriated cash balances from specified trust funds to Budget Stabilization Fund & General Revenue Fund.
Domestic Violence Injunctions; Authorizes court to take certain actions regarding care, possession, or control of animal in domestic violence actions.
Surviving Spouse Ad Valorem Tax Reduction; Authorizes surviving spouses of certain permanently disabled veterans to carry over certain discount on ad valorem taxes on homestead property under specified conditions; authorizes discount to be transferred to another permanent residence under specified conditions; provides procedure by which applicant may file application after specified date & request discount; authorizes DOR to adopt emergency rules.
Emotional Support Animals; Provides individual with disability who has emotional support animal is entitled to access to housing accommodation; prohibits housing accommodation from requiring such individual to pay extra compensation; authorizes housing accommodation to request written documentation verifying individual's disability or disability-related need; specifies individual is liable for damage done by emotional support animal; prohibits falsification of written documentation or other misrepresentation; provides penalties.
