Upgrades to Education Facilities as Emergency Shelters; Exempts certain costs associated with certain upgrades to education facilities from being included in certain cost per student station calculations; specifies eligible upgrades that may be made; requires costs associated with certain upgrades to be consistent with prevailing market costs in area where education facility is located.

Second Chance Program - 9th Judicial Circuit; Provides an appropriation for the Second Chance Program - 9th Judicial Circuit. APPROPRIATION: $346,735

Hunger-Free Campus Grant Program; Establishes Hunger-Free Campus Grant Program within DACS; provides purpose & requirements of program; designates eligible public postsecondary educational institution campuses as Hunger-Free Campuses.

Communicable and Infectious Diseases; Provides presumption to specified workers that impairment of health caused by COVID-19 or infectious disease happened in line of duty; requires certain actions in order to be entitled to presumption; requires emergency rescue or public safety workers to file incident or accident report under certain conditions.

Required Instruction in the History of African Americans; Provides instructional staff of public schools are encouraged to include history of local African-American cemeteries in study of history of African Americans.

Victims of Reform School Abuse; Provides for certification of victims of Florida reform school abuse; requires application to DOS; provides application requirements; provides for examination, correction, reviewing, & processing of application within certain timeframes; requires DOS to certify applicant as victim of Florida reform school abuse if application meets requirements; requires DOS to submit list of certified victims to Legislature; provides for claims for crime victim compensation.

Motor Vehicle Registration Certificate Cards; Requires application form for motor vehicle registration & renewal of registration to include language permitting applicants to request registration certificate cards; requires DHSMV to issue registration certificate cards to specified motor vehicle owners or lessees; expands list of documents required to be in possession of operator of motor vehicle or carried in vehicle to include registration certificate cards; revises statutory provisions to include registration certificate cards; provides criminal penalties.

Required Instruction in the History of Asian Americans and Pacific Islanders; Requires history of Asian Americans & Pacific Islanders to be included in specified instruction.

Prohibiting Deception in Interrogations of Minors; Creates presumption that confession of minor during custodial interrogation is inadmissible in certain proceedings if law enforcement officer knowingly engaged in deception; provides for rebuttal of presumption.

Correctional Facility Oversight and Programming; Creates Citizens Oversight Council within DOC; specifies duties & responsibilities concerning adult & juvenile correctional facilities of DOC & DJJ; requires Florida Commission on Offender Review & DOC to jointly develop voluntary long-term inmate program; requires program to be offered to male & female inmates; requires program to provide evidence-based programming.
