Juneteenth Day; Designates Juneteenth Day as paid holiday for employees of all branches & agencies of state government; designates Juneteenth Day as legal holiday; removes provisions designating Juneteenth Day as special observance.
Expunction of Criminal History Records Relating to Cannabis Offenses; Authorizes certain courts to order criminal justice agencies to expunge criminal history record of individual with qualified cannabis offense; authorizes petition for such expunction at any time; requires that criminal justice agency that has custody of any criminal history record ordered expunged physically destroy or obliterate record; provides for effect of expunged records.
Florida Children's Initiative Recidivism Reduction and Prevention; Provides an appropriation for the Florida Children's Initiative Recidivism Reduction and Prevention. APPROPRIATION: $950,000
School Resiliency Pilot Programs; Establishes Resilient Schools Pilot Program within DOE; provides directive to DOE for approving school districts for participation; requires DOE, with specified entities, to assist participating school districts & certain schools regarding renewable energy source devices, energy storage devices, & energy efficiency devices; authorizes certain schools & local government authorities to directly solicit bids from & contract directly with specified entities to acquire such devices & services; authorizes PSC to approve pilot programs proposed by electric utilities; prohibits PSC from approving certain pilot programs; authorizes certain schools & local government authorities to enter into contracts with third parties regarding such devices; specifies that certain financing arrangements & contracted third parties are not subject to regulation by PSC; requires DOE to provide specified report to Legislature.
Elections; Revises provisions relating to office of Secretary of State, General Election Day, candidate qualifying, petitions, Division of Elections, supervisors of elections, voter registration, ballots, voting, vote-by-mail, canvassing, absent voters, dates for returns, & violations of election code.
