Damaged or Salvage Motor Vehicles, Mobile Homes, and Vessels; Revises provisions relating to obtaining salvage certificate of title or certificate of destruction; exempts DHSMV from liability to certain persons as result of issuance of such certificate; provides requirements for independent entity's release of damaged or dismantled vessel to owner; authorizes independent entity to apply for certain certificates for unclaimed vessel; provides application requirements; specifies provisions to which independent entity is subject; prohibits independent entity from charging vessel storage fees.

Affordable Housing; Prohibits counties & municipalities from restricting floor area ratio; authorizes counties & municipalities to restrict height; prohibits counties & municipalities from using public hearings or any other quasi-judicial board or reviewing body to approve proposed development; prohibits counties & municipalities from restricting maximum lot size below specified size; requires counties & municipalities to maintain certain policy on their websites; requires counties & municipalities to reduce parking requirements; provides requirements for developments located within transit-oriented development or area; prohibits review or approval by county or municipality of application for development permit or order from being conditioned upon waiver, forbearance, or abandonment of any development right. Pub. Rec. and Meetings/Interstate Compacts; Provides exemptions from public records & meetings requirements for specified compact commissions & committees; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
Health Care Innovation; Creates Health Care Innovation Council within DOH for specified purpose; requires council to submit annual reports to Governor & Legislature; requires department to administer revolving loan program for applicants seeking to implement certain health care innovations in this state; authorizes department to contract with third party to administer program, including loan servicing, & manage revolving loan fund. Multilingual Versions of Statewide Standardized Assessments; Requires DOE to develop & school districts to administer multilingual versions of certain statewide, standardized assessments in specified home languages to certain students who are or were English language learners; authorizes parents of eligible students to request monolingual version such assessments for their student; requires DOE to develop timetable & action plan to phase in administration of such assessments.
