Damaged or Salvage Motor Vehicles, Mobile Homes, and Vessels; Revises provisions relating to obtaining salvage certificate of title or certificate of destruction; exempts DHSMV from liability to certain persons as result of issuance of such certificate; provides requirements for independent entity's release of damaged or dismantled vessel to owner; authorizes independent entity to apply for certain certificates for unclaimed vessel; provides application requirements; specifies provisions to which independent entity is subject; prohibits independent entity from charging vessel storage fees.
