Disaster Relief; Revising provisions related disaster relief including counties and municipalities impacted by specified disasters, loan programs, grant programs, appropriations, My Safe Florida Home Program, & tax relief. APPROPRIATION: $416,955,100
Expunction of Criminal History Records; Revises eligibility criterion under which person is eligible to petition court to expunge criminal history record if charging document was dismissed by court; expands exception to eligibility requirement for expunction of criminal history record to allow prior expunction of criminal history record granted for an offense committed when person was minor.
Wrecker and Towing-storage Operators; Prohibits exclusion of wrecker operators from wrecker operator system based solely on prior felony conviction; provides lien can only be placed on specified fees; requires towing-storage operator to accept specified payment methods; removes requirements for law enforcement agencies & DHSMV; revises timeframes & service method for notices & sale of vehicles or vessels; requires posting of bond be done in specified manner; restricting imposition of storage charges; revises permissions to inspect vehicle & vessel; provides procedures & requirements for acquiring bond to release liens.
Sanford Airport Authority, Seminole County; Revises authorized term for which authority may enter into exclusive or nonexclusive contracts, leases, franchises, or other arrangements with any person.
Florida Retirement System; Authorizes employers to establish volunteer programs; establishes criteria for such programs.
Veterans' Services and Recognition; Creates Division of Long-term Care within DVA; revises qualifications for county & city veteran service officers; creates "Veterans' Adult Day Health Care of Florida Act"; provides for appointment, qualifications, duties, & responsibilities of program operator; establishes nondiscrimination policy; provides program admittance eligibility & priority; provides for audits, inspections, & operational standards; designates "Veterans Week."
Abandoned and Historic Cemeteries; Creates Historic Cemeteries Program within Division of Historical Resources of DOS; creates Historic Cemeteries Program Advisory Council; authorizes certain entities to acquire conservation easements to preserve cemeteries; provides appropriations & authorizes positions. APPROPRIATION: $1,254,454
Pub. Rec. and Meetings/Interstate Teacher Mobility Compact; Provides exemptions from public meetings & records requirements for Interstate Teacher Mobility Compact Commission & its executive committee; provides for future legislative review & repeal of exemptions; provides statements of public necessity.
Interstate Education Compacts; Creates Interstate Teacher Mobility Compact for the purpose of authorizing teachers licensed in one member state to become licensed in another member state; provides requirements for such compact; & revises cross-references in Interstate compact on Educational Opportunity for Military Children.
