Premises Liability for Third Party Acts; Revises provisions relating to premises liability for certain acts of third parties; requires trier of fact in action for damages brought against certain persons by or on behalf of person injured by intentional tort of third party to consider fault of all persons who are alleged to have contributed to injury.

Specialty License Plates; Directs DHSMV to develop United Service Organizations (USO) license plate; provides for distribution & use of fees collected from sale of plate.

Progressive Supranuclear Palsy and Other Neurodegenerative Diseases Policy Workgroup; Requires State Surgeon General to establish progressive supranuclear palsy & other neurodegenerative diseases policy workgroup; provides for duties, membership, & meetings of workgroup; requiring State Surgeon General to submit annual reports & final report by specified date to Governor & Legislature.

Sale of Liquefied Petroleum Gas; Creates, revises, & removes liquefied petroleum gas provisions relating to remote bulk storage locations; dealers & qualifiers; examinations, certifications, & licenses; powers & authority of DACS; documents for service on equipment & systems; & container use restrictions.

Retention of Sexual Offense Evidence; Establishes minimum timeframe for retention of specified sexual offense evidence; requires specified entities to transfer such evidence to FDLE within specified time period; requires FDLE to retain such evidence; requires protocols for transferring & storing of specified sexual offense evidence & authorizes destruction of such evidence in specified circumstances.

Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.

Sunshine State One-Call of Florida, Inc., Corporation Board of Directors; Requires certain number of underground utility & excavation contractors recommended by National Utility Contractors Association of Florida to be voting members of Sunshine State One-Call of Florida, Inc., board of directors.

Towing and Storage; Authorizes towing-storage operator to charge fees; provides lien can be placed only on specified fees; revises requirements for law enforcement agencies & DHSMV relating to removal of vehicles or vessels; provides notice requirements; revises timeframe in which unclaimed vehicles or vessels may be sold; revises requirements for notices of sale; prohibits towing-storage operators from collecting certain storage charges; prohibits vehicle or vessel rental agreements as being evidence of ownership; revises criminal penalties; requires towing storage operator to maintain records & accept certain types of payment; preempts specified local regulations.

Security Grants; Expands Nonprofit Security Grant Program to include additional organizations; specifies that grants may be used for certain materials; revises criteria to be awarded grant; requires DEM to provide information to Legislature annually by specified date; provides appropriations. APPROPRIATION: $45,000,000

Family Empowerment Scholarship Program; Revises number of students eligible to participate in Family Empowerment Scholarship Program.
