Elimination of Non-school Property for Homesteads; Proposes amendment to State Constitution to make homestead property exempt from all ad valorem taxation other than school district levies beginning in a specified year, to prohibit local governments from reducing total funding for services provided by law enforcement, firefighters, and other first responders, and provide an effective date.
Motor Vehicle Operator Privacy; Prohibits certain personal information & e-mail addresses from being sold to or shared with third-party company, foreign country of concern, or foreign principal; provides for retroactive application; provides penalties for third-party company that uses or releases certain information for specified purpose.

Civil Liability for the Wrongful Death of an Unborn Child; Prohibits right of action against mother for wrongful death of unborn child or against medical provider for lawful medical care provided in certain circumstances; authorizes parents of an unborn child to recover certain damages; prohibits recovery of certain damages if decedent is an unborn child.
Cybersecurity Incident Liability; Provides county, municipality, other political subdivision of state, covered entity, or third-party agent that complies with certain requirements is not liable in connection with cybersecurity incident; requires covered entities & third-party agents to implement revised frameworks, standards, laws, or regulations within specified time period; provides private cause of action is not established; provides that fact that specified defendant could have obtained liability shield or presumption against liability is not admissible as evidence of negligence, does not constitute negligence per se, & cannot be used as evidence of fault; specifies defendant in certain actions has certain burden of proof.
