Surrogacy and Assisted Reproduction; Provides & revises requirements for preplanned adoption agreements, surrogacy contracts, & informed consent; requires security background investigations of specified parties; requires donor banks, fertility clinics, & surrogacy agencies to be licensed or certified; requires certain entities & persons to develop best practice policies & submit such policies to specified entity; requires specified material be labeled & records maintained for specified timeframe; requires AHCA & DCF to conduct annual inspections; provides for administrative penalties & corrective action plans; requires certain parties undergo mental & medical evaluations; requires surrogacy agencies maintain escrow accounts & provides requirements for such accounts & escrow agents; requires DCF maintain list of certified surrogacy agencies; authorizes certain parties to petition court to validate surrogacy contract & for expedited affirmation of parental status; authorizes deletion of certain names from certain court documents; requires certain notice; provides requirements if court denies affirmation of parentage; requires AHCA, DOH, & DCF to adopt rules.

Information Technology Procurement and Contracting; Revises duties & requirements of Florida Digital Services; creates the Bureau of Enterprise Project Management and Oversight; provides duties & requirements of the bureau; requires state agencies include follow certain processes and use certain forms; requires certain information be included in specified contracts; revises requirements for certain contracts; requires DMS to create a repository for certain records; revises requirements for information technology competitive solicitations.

Advanced Nuclear Reactors; Authorizes PSC to regulate advanced nuclear reactors in this state; authorizes DOH & DEP to exercise specified powers & duties; requires PSC, DOH, & DEP to jointly establish criteria for certification of laboratories that perform analysis on nuclear materials; authorizes possession of nuclear material for specified purposes; requires permits for transfer, receipt, possession, use, storage, or disposal of nuclear materials; requires certifications for significant design modifications of small modular reactors; requires PSC to make certain determinations before issuing such permits & certifications; authorizes PSC to issue reciprocal permits under certain conditions; requires commission, after consultation with DEP & DOH, to adopt rules; revises criteria PSC must consider in preliminary study of electric utility 10-year site plans & in making determinations for proposed power plants; revises requirements for development of certain standards by electric utilities; removes such requirement for rural cooperatives; revises applicability of power plant capacity & expansion thresholds.

Equity and Inclusion; Repeals provisions relating to minority representation on boards, commissions, councils, & committees; repeals provisions relating to Center for Environmental Equity & Justice.

Employment Eligibility ; Requires that all private employers, rather than only those employing more than specified number of employees, use E-Verify system to verify new employee's employment eligibility beginning on specified date.

Recognizing Judea and Samaria; Prohibits use of term "West Bank" in official government materials; prohibits use of moneys to create official government materials using such term; requires instructional materials & library media center collections adopted or acquired by certain entities on or after specified date to refer to certain area as Judea & Samaria; prohibits instructional materials & library media center collections adopted or acquired by certain entities on or after specified date from using term "West Bank."
