Enhanced Firearms Training Facilities; Establishes procedures for licensure by DACS; authorizes sheriff to provide supporting documentation to application for licensure; specifies duration of license; specifies conditions under which license must be revoked; authorizes sheriff to enter into agreement with owner of enhanced firearms training facility to conduct training for school guardian program at facility; exempts enhanced firearms training facility from complying with specified local government requirements in certain circumstances.
Local Business Taxes; Revising provisions related to local business taxes including conditions imposed on taxing authorities governing levies, modification of ordinances, reclassification of businesses, prohibitions on revenues over a specified value, and audits.
Declarations of a Public Health Emergency; Provides that administration of vaccines is not included within meaning of terms “treat,” “treated,” or “treatment” as they relate to public health emergencies; revises provisions related to expiration & renewal of declarations of public health emergency; authorizes individual to refuse examination, testing, or treatment under State Health Officer’s order during public health emergency by submitting written refusal to State Health Officer; requires due process on case-by-case basis to allow actions that affect entire groups or communities.
Public Safety Programs; Requires public safety program established, created, funded, administered, or promoted by sheriff & municipal law enforcement agency, respectively, to meet certain conditions.
Specialty License Plates; Directs DHSMV to develop United Service Organizations (USO) license plate; provides for distribution & use of fees collected from sale of plate.
Motor Vehicle Racing Penalties; Increases fine for specified offenses; increases criminal penalty & revising applicability of criminal penalty for second offenses of specified violations occurring within specified time period; provides penalties for impeding, obstructing, or interfering with an emergency vehicle while participating in drag race, street takeover, stunt driving, competition, contest, test, or exhibition; increases penalty for third or subsequent offenses of specified violations occurring within specified time period; increases fine for such violations; increases fine for acting as spectator at specified violations.
