Capitol Complex ; Prohibiting the construction and placement of a monument on the premises of the Capitol Complex unless the design and placement of such monument is approved by certain persons after considering the recommendations of certain entities; defining the term "Capitol Complex"; requiring the Department of Management Services to consult with the Governor and the Legislature before closing and reopening areas within the Capitol Complex during a declared state of emergency; prohibiting the department from closing or reopening areas within the Capitol Complex used for legislative business without the approval of the Legislature, etc.

State Group Insurance Program

State Group Insurance Program; Authorizing eligible former employees to participate in the state group insurance program; removing certain benefit levels for certain health plans; requiring cost savings to an enrollee to include a specified waiver, unless prohibited under certain tax laws; requiring the Division of State Group Insurance to establish and maintain, or contract with other entities to establish and maintain, a designated anti-fraud unit for certain purposes, to adopt an anti-fraud plan; specifying that eligible former employees may obtain certain health insurance coverage within a specified time after their separation from employment; providing requirements for certain health insurance coverage options; removing language that certain additional appropriations are considered a state contribution, which result in an increase in the state premium, etc.

Statewide Flooding and Sea Level Rise Resilience; Establishes Statewide Office of Resilience within EOG; provides for appointment of Chief Resilience Officer; requires DEP to submit report to Governor & Legislature; requires DOT to develop resilience action plan for State Highway System & submit plan & reports to Governor & Legislature; revises projects DEP may fund within Resilient Florida Grant Program; revises vulnerability assessment requirements for noncoastal communities; extends dates by which DEP must complete comprehensive statewide flood vulnerability & sea level rise data set & assessment; requires projects to be ranked in Statewide Flood & Sea Level Rise Resilience Plan; requires Florida Flood Hub for Applied Research & Innovation to provide tidal & storm surge flooding data to certain entities; revises requirements for copies of evaluation certificates that must be submitted to DEM.

Benchmark Replacements for London Interbank Offered Rate; Requires recommended benchmark replacements selected or recommended by specified persons be benchmark replacements on United States dollar London Interbank Offered Rate (LIBOR) replacement date for contracts, securities, & instruments; requires fallback provisions in contracts, securities, & instruments providing specified benchmark replacements be disregarded & void; authorizes specified persons to select benchmark replacements; requires benchmark replacement conforming changes to become integral part of contracts, securities, & instruments; provides person is not liable for damages & is not subject to claims & requests for equitable relief under certain circumstances.

Law Enforcement ; Authorizes a sheriff to transfer funds between specified categories and code levels after his or her budget is approved; revises salary minimums for county sheriffs; provides for adoption benefits for law enforcements officers; creates Florida Law Enforcement Recruitment Bonus Payment Program; provides exemption from certain law enforcement officer training requirements for military veterans; provides requirements for skills training for law enforcement officers relating to officer health & safety; makes children of law enforcement officers eligible for Family Empowerment Scholarships; encourages school districts to establish public safety telecommunication training programs & offer law enforcement explorer programs; requires Board of Governors & State Board of Education to create process that enables eligible law enforcement officers or former officers to earn credit for college-level training & education acquired while serving an officer; creates Florida Law Enforcement Academy Scholarship Program; provides for reimbursement for out-of-state & special operations forces law enforcement equivalency training.
