Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.

Insurance; Prohibits insurers from cancelling & nonrenewing certain personal residential & commercial residential property insurance policies for specified period; provides requirements for averaged models if such models are used for insurance rates; revises property insurance policies issued by Citizens Property Insurance Corporation which are not subject to rate increase limitations; provides requirements for surplus for reciprocal insurers; requires that reciprocal certificates of authority be issued to certain entities; authorizes reciprocal insurers to borrow money for specified purposes; prohibits specified acquisitions of certain voting securities; provides that votes in contravention of specified provisions are not valid; provides that acquisitions contrary to specified provisions are void; authorizes office to order certain persons to cease acquisition & divest themselves of stocks & ownership interests; prohibits Florida state security & guaranty funds from covering performance of contractual obligations of exchanges & their members for certain provisions relating to reciprocal insurer surpluses & attorney bonds.

Adoptions; Requires adoption entities to submit annual report with certain information to DCF; requires department to retain electronic copy of certain documentation; revises amount of authorized fees, costs, & expenses; prohibits & authorizes court to reject certain fees; requires court to include written determination of reasonableness if court approves fees, costs, & expenses in excess of certain limits; requires certain information to be included in annual report department submits to Governor & Legislature; revises provisions relating to the statewide adoption exchange.

Florida Kidcare Program Eligibility; Increases income eligibility threshold for coverage under Medikids program component; increases income eligibility threshold for coverage under Florida Kidcare program; requires applicant seeking coverage under program to provide certain documentation if eligibility cannot be verified using reliable data sources; requires that premiums for certain enrollees under Florida Kidcare program be based on tiered system of uniform premiums.

Psychology Interjurisdictional Compact; Creates Psychology Interjurisdictional Compact; provides for recognition of psychologist licenses in compact states; authorizes compact state to require licensure; requires compact states to meet criteria to participate in compact; establishes Psychology Interjurisdictional Compact Commission; provides membership, duties, & powers; provides for state enforcement of compact; provides for termination of compact membership; requires Board of Psychology to appoint individual to serve as state's commissioner on Psychology Interjurisdictional Compact Commission; designates state commissioner & other members or employees of commission as state agents for purpose of applying sovereign immunity & waivers of sovereign immunity.

Operation of a Golf Cart; Authorizing a water control district to designate certain roads for use by golf carts; requiring county approval before making such a designation; prohibiting a person under 18 years of age from operating a golf cart on certain roadways unless he or she possesses a valid learner's driver license or valid driver license; prohibiting a person 18 years of age or older from operating a golf cart on certain roadways unless he or she possesses a valid form of government-issued photographic identification; providing a penalty, etc.

Health Insurance Identification Cards; Requires prescription drug benefits-ID cards from health insurers, health maintenance organizations, & government entities to contain & display information on types of plan; requires ID cards from individual health insurers, health insurers & HMOs to contain & display information on types of plan.

Movable Tiny Homes; Provides that park trailer may be used as permanent living quarters & referred to as "movable tiny home"; establishes uniform standards for construction & inspection of movable tiny home.

Fees/Movable Tiny Homes; Imposes annual license tax to be collected upon registration or renewal of registration of movable tiny home; provides for payment & disposition of fees relating to licensure as movable tiny home dealer.

State Recognition of Indian Tribes and Bands; Provides for state recognition of specified Indian tribes & bands.
