County Commissioner Term Limits; Establishes term limits for county commissioners; prohibits specified persons from seeking certain offices until after specified timeframe; requires certain counties to hold referendum election on specified date; provides for referendum election; provides form for ballot title & referendum question.
Postsecondary Education Students; Requires public postsecondary educational institutions to report certain student information to U.S. Department of Homeland Security; requires FCS institutions & state universities to assess out-of-state fee for students who promote foreign terrorist organization; & provides that students who promote foreign terrorist organization are ineligible for specified fee waivers & any institutional or state grants, financial aid, scholarships, or tuition assistance.
Protection of Historic Monuments and Memorials; Prohibits certain acts concerning historic monuments & memorials on public property; provides for standing to bring civil actions; provides civil penalties for officials who engage in certain actions; provides local government is liable in certain instances; requires state to restore or relocate monument or memorial in certain circumstances; prohibits distribution of funding to local governments until they reimburse state; authorizes removal or temporary relocation of monument or memorial in certain instances provided certain requirements are met; specifies certain duties of Division of Historical Resources & Department of Veterans' Affairs.
Expiration of the Mandatory Waiting Period for Firearm Purchases; Removes provision authorizing mandatory waiting period to expire upon completion of records check.
Independent Hospital Districts; providing requirements for the conversion of an independent hospital district to a nonprofit entity; requiring that the final report be published on the district's website; authorizing the governing body of the independent hospital district to approve by supermajority vote the conversion of the district to a nonprofit entity; requiring independent hospital districts to conduct an evaluation for certain purposes; etc.
Restrictions on Firearms and Ammunition During Emergencies; Repeals provisions relating to specified automatic restrictions on firearms & ammunition during certain declared emergencies.
Biological Sex; Defines terms relating to sex of individual in context of construction of Florida Statutes; provides that certain birth certificate statement determines whether person is male or female & may serve as committeeman or committeewoman, respectively; revises provisions related to applications for disability ID cards, application requirements for driver licenses & ID cards to replace references to term "gender" with term "sex"; prohibits DHSMV from issuing original or replacement driver licenses or ID cards that contain specified information; requires individual health insurance policies, group health insurance policies, health benefit plans, & health maintenance contracts that provide coverage for sex-reassignment prescriptions or procedures must also provide coverage for treatment to detransition from such sex-reassignment prescriptions or procedures; defines term "sex" for purposes of Florida Civil Rights Act; revises provisions related to remedies for unlawful discrimination to include protection on basis of sex, rather than gender.
Department of Management Services; Exempts certain positions from Career Service System; provides for salary & benefits for such positions to be established by DMS; revises specified requirements for certain contract managers; provides criteria for determining if vendor has its principal place of business in Florida; creates price preferences for certain bids or proposals from vendors; prohibits preference from exceeding certain percentage; requires certain disclosures; provides order of preference; removes certain preferences.
Gender and Biological Sex; Defines "sex"; requires certain applications & licenses to indicate person's sex, rather than gender; provides requirements for health insurance policies, group health insurance policies, health benefit plans, & health maintenance contracts relating to coverage for sex-reassignment prescriptions or procedures & certain mental health & therapeutic services.
Human Trafficking; Prohibits employment of persons younger than 21 years of age in adult entertainment establishments; requires adult entertainment establishments to check identification of entertainers; specifies forms of identification that may be used.
