Dental Insurance Claims; Prohibits contract between health insurer, prepaid limited health service organization, & HMO & dentist from containing certain restrictions on payment methods to dentists; requires health insurer, prepaid limited health service organization, & HMO to notify dentist before paying claim to dentist through electronic funds transfer; prohibits health insurer, prepaid limited health service organization, & HMO from charging fee to transmit payment to dentist through automated clearinghouse transfer unless dentist has consented to such fee; prohibits health insurer, prepaid limited health service organization, & HMO from denying claims for procedures included in prior authorization.

Public Employees; Revises provisions related to employee organizations, including waiving certain requirements, membership forms & dues; applications & requirements for initial registration, annual financial statements, renewal of registration, recertification, & revocation of registration & certification; provides transitional provision relating to renewal of registration; prohibits commission from taking certain actions on renewal of registration applications.

History and Instruction of Political and Socio-economic Systems; Requires students to receive instruction on history of Communism; requires DOS to provide recommendation to Legislature relating to creation of museum of history of Communism; creates Institute for Freedom in Americas at Miami Dade College; renames Adam Smith Center for Study of Economic Freedom as Adam Smith Center for Economic Freedom & revises goals of center.

Department of Health; Creates Andrew John Anderson Pediatric Rare Disease Grant Program within DOH; requires program to award grants for certain scientific & clinical research; specifies entities eligible to apply for grants; specifies types of applications that may be considered for grant funding; provides for competitive, peer-reviewed application & selection process.

Independence of Sheriffs; Authorizes sheriffs in consolidated government, as well as all other sheriffs, to transfer funds after his or her budget is approved by board of county commissioners, city council, or budget commission; preserves independence of sheriff in consolidated government concerning certain powers.

Retention of Sexual Offense Evidence; Establishes minimum timeframe for retention of specified sexual offense evidence; requires specified entities to transfer such evidence to FDLE within specified time period; requires FDLE to retain such evidence; requires protocols for transferring & storing of specified sexual offense evidence & authorizes destruction of such evidence in specified circumstances.

Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.

Security Grants; Expands Nonprofit Security Grant Program to include additional organizations; specifies that grants may be used for certain materials; revises criteria to be awarded grant; requires DEM to provide information to Legislature annually by specified date; provides appropriations. APPROPRIATION: $45,000,000

Support for Israel and Condemning Hamas and Anti-Semitism; Expresses State of Florida's unwavering support for State of Israel & Jewish citizens in Florida & condemns Hamas & anti-Semitism.

Education and Training For Alzheimer's Disease and Related Forms of Dementia; Requires DEA to offer education about Alzheimer's disease & related forms of dementia to general public; requires employees of covered providers, health agency or nurse registry or companion or homemaker service provider, or nursing home, assisted living facility, adult family-care home, or adult day care center to complete specified training; authorizes completed training hours to count toward preservice orientation, other required training, or continuing education hours.
