Maddy summaryHB 651 revises the powers and duties of Florida's Department of Agriculture and Consumer Services (DACS). It directly affects agricultural landowners, farm workers, and local governments by prohibiting local ordinances from banning housing for agricultural workers on actual farms, requiring such housing to meet specific safety criteria, and allowing existing housing to continue under certain conditions. The bill also establishes new rules for DACS to manage surplus agricultural lands (requiring rural easements and trust fund deposits), regulates electric vehicle charging stations (mandating registration and permitting), and updates mosquito control program requirements. These changes apply to DACS operations, agricultural properties, and local land-use decisions across Florida. The bill is a broad package of policy updates rather than a single-issue measure.
