Public Employee Collective Bargaining; Provides additional provisions that Public Employees Relations Commission may waive for certain employee organizations; revises requirements for certification, recertification, or decertification of employee organization; removes provisions relating to revocation of certification of employee organization; provides prohibitions on public employers, their agents or representatives, or any person acting on their behalf; authorizes certain actions by public employee upon agreement between public employer & bargaining agent; provides exceptions for certain bargaining units.

Disability Provisions for Firefighters and Law Enforcement and Correctional Officers; Provides & revises definitions relating to certain disabilities of firefighters & law enforcement & correctional officers.

Residential Land Use Development Regulations; Authorizes counties & municipalities, respectively, to zone or designate parcel for single-family residential use or single-family hybrid housing use; authorizes counties & municipalities, respectively, to allow use of land for single-family residential use, while prohibiting use of land for single-family hybrid housing use; provides for adoption of local land development regulations.

Official Actions of Local Governments with Respect to Diversity, Equity, and Inclusion; Prohibits counties & municipalities, respectively, from taking official action as it relates to diversity, equity, & inclusion; provides penalty; authorizes cause of action against counties & municipalities, respectively, that take such action; defines "diversity, equity, & inclusion."

Protection of Historic Monuments and Memorials; Prohibits certain acts concerning historic monuments & memorials on public property; provides for standing to bring civil actions; provides civil penalties for officials who engage in certain actions; provides local government is liable in certain instances; requires state to restore or relocate monument or memorial in certain circumstances; prohibits distribution of funding to local governments until they reimburse state; authorizes removal or temporary relocation of monument or memorial in certain instances provided certain requirements are met; specifies certain duties of Division of Historical Resources & Department of Veterans' Affairs.

Ad Valorem Tax Exemption for Nonprofit Homes for the Aged; Revises eligibility requirement for Florida limited partnerships applying for certain ad valorem tax exemption.

Local Government Impact Fees and Development Permits and Orders ; Prohibits county from requiring applicant to take certain actions as condition of processing development permit or development order; requires completion of demonstrated-need study using plan-based methodology before adoption of impact fee increase which expressly demonstrates certain extraordinary circumstances; prohibits increases in certain impact fees unless specified extraordinary circumstances are demonstrated; prohibits local government from increasing impact fee rate; prohibits municipality from requiring applicant to take certain actions as condition of processing development permit or development order.

Removal of Altered Sexual Depictions Posted without Consent ; Defines "covered platform"; requires covered platforms to establish process for removal of altered sexual depictions posted without consent of identifiable person; provides requirements for such process; requires notice; provides immunity for good faith compliance; prohibits unreasonable failure to comply; provides remedies; provides exceptions.

Purchase and Possession of Firearms by Law Enforcement Officers, Correctional Officers, Correctional Probation Officers, and Servicemembers; Specifies that correctional probation officers have right to carry concealed firearms during off-duty hours at discretion of superiors; authorizes correctional probation officers to perform certain law enforcement functions under limited circumstances; specifies that correctional probation officer's appointing or employing agency or department may limit officer from carrying concealed firearms during off-duty hours; revises exemptions from mandatory waiting period between purchase & delivery of firearm.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.
