Public Records; Provides that it is a violation of specified provisions to fail to acknowledge public records request promptly & respond to such request in good faith; revises various provisions relating to custodians of public records, agencies, fees, & penalties; requires written, detailed cost estimate be provided upon request to persons seeking to inspect or copy public record; requires courts to assess specified costs, fees, & penalties.

Leave for Living Organ Donation; Defines "living organ donor"; requires state agencies to grant administrative leave, not to exceed specified number of days, to allow employee to serve as living organ donor; specifies that such leave is in addition to other leave authorized by law; defines "employer" and "living organ donor"; requires certain employers to grant unpaid leave of absence to allow employee to serve as living organ donor; specifies length of such leave of absence; authorizes employers to grant paid or unpaid leave for period longer than required period of time; provides effective date.

Pub. Rec./Applicants, Owners, and Operators of Family Foster Homes and References of Such Persons; Provides confidentiality & exemption from public records requirements for personal identifying & location information of applicants for family foster homes & current & former owners & operators of family foster homes, & names & personal identifying & location information of spouses, children, & other adult household members of such applicants, owners, or operators; provides confidentiality & exemption from public records requirements for personal identifying & location information of character or neighbor references of family foster home applicant or current or former owner or operator of family foster home; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Child Care and Early Learning Services ; Revises minimum standards for child care facility licensing; removes provisions requiring family day care homes & large family child care homes to provide specified information to parents; prohibits residential property insurance policies from providing coverage for liability for claims arising out of, or in connection with, operations of large family child care homes; prohibits insurers from denying, cancelling, & refusing to renew policy for residential property insurance on basis that policyholders or applicants operate large family child care homes; revises requirements for certain prekindergarten curricula; establishes review & approval process for such curricula; creates Florida Child Care Fund; requires DOE direct-support organization to administer fund; requires that funds from state sources & interest earnings be accounted separately; provides for use of funds; provides for establishment & administration of Center for Early Childhood Professional Recognition under specified circumstance.

Law Enforcement Officer Interactions with Individuals with Autism Spectrum Disorder; Requires DHSMV to establish program to improve communication between individuals with autism spectrum disorder & law enforcement officers under certain circumstances; requires DHSMV to develop & make available to such individuals certain envelope & card by specified date; provides requirements for envelope & card; authorizes such individuals to request envelope & card from DHSMV or tax collector's office beginning on specified date; requires Criminal Justice Standards & Training Commission within FDLE to establish employment training component relating to such individuals; provides requirements for training law enforcement officers on interacting with such individuals; requires training component to be included in specified course by specified date; requires specified law enforcement officers to complete training component by specified date.

Nature-based Coastal Resiliency; Authorizes certain dredging & filling of submerged lands & placement of certain shorelines & seawalls within Biscayne Bay Aquatic Preserve; authorizes erection of specified structures within aquatic preserves; requires DEP to develop by specified date guidelines & standards for nature-based methods to address coastal resiliency; requires DEP & local governments to promote nature-based solutions for coastal resiliency.

Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.

Improving Screening for and Treatment of Blood Clots; Requires hospitals with emergency departments to develop & implement policies & procedures & conduct training for rendering of appropriate medical attention for persons at risk of forming venous thromboembolisms; repeals provisions requiring DOH to contract with private entity to establish statewide venous thromboembolism registry at no cost to state; provides requirements for private entity; requires hospitals with emergency department, beginning on date certain, to regularly report certain information; requires department to require private entity to use nationally recognized platform to collect certain data; requires private entity to provide regular reports to department on such data; requires agency, by date certain, to provide to Governor & Legislature specified report; provides requirements for such report; provides applicability; revises requirements for certain annual inservice training for certified nursing assistants employed by nursing home facilities; revises training requirements for certain certified nursing assistants who may be delegated tasks in nursing home facilities; provides legislative findings; requires assisted living facilities to provide a consumer information pamphlet containing specified information to residents.

Municipal Water and Sewer Utility Rates; Requires municipality to charge customers receiving its utility services in another municipality same rates, fees, & charges as it charges consumers within its own municipal boundaries under certain circumstances.

Boating Safety; Revises & provides penalties for vessel collisions, accidents, casualties, reckless operation, & providing false information in specified reports; revises requirements for operating certain vessels; requires person convicted of certain noncriminal infractions to pay fine; provides minimum mandatory prison term for BUI manslaughter.
