State Legal Tender and Bullion Depository; Provides specie legal tender & electronic currency are legal tender; provides bullion is not personal property for taxation & regulatory purposes; requires DFS to establish & administer bullion depository; authorizes governmental entities to use depositories for storing bullion; authorizes State Treasury to deposit portion of its funds into depositories in form of bullion; requires CFO to establish electronic currencies backed by specie legal tender & other bullion; requires CFO to hold specie legal tender & other bullion as bailment for specified purposes.

Homeowners' Associations Database; Requires DBPR to establish searchable database by specified date which contains specified information regarding each homeowners' association in state; requires homeowners' association to notify department of any changes to information listed in database.

Adult Day Care Centers; Authorizes adult day care centers holding contracts with Medicaid managed care plans to provide nonemergency transportation services for their clients; provides reimbursement rates for such services; authorizes requests for waiver of continuing education requirements; provides continuing education requirements for adult date care center operators; provides required subject areas for such continuing education courses; provides compliance with continuing education requirements is condition precedent to issuance, continuation, reinstatement, & renewal of adult day care center licenses.

Mangrove Replanting and Restoration; Requires DEP to adopt specified rules for mangrove replanting & restoration; conduct, in consultation with Division of Insurance Agent & Agency Services, statewide feasibility study regarding use of mangroves & other nature-based solutions for flood insurance purposes; & submit report to Governor & Legislature by specified date.

Notaries Public; Revises criminal penalties for false or fraudulent acknowledgements; removes civil penalty relating to provision that prohibits notary public from notarizing signature on document of person who is not, at time of notarial act, physically present or present by means of audio-video communication technology; provides criminal penalties.

Termination of Easements and Related Rights or Interests for Affordable Housing Development; Requires local assistance plans to authorize termination of easements or rights, interests, or servitudes in nature of easements for use of or access to lake & its upland banks in specified circumstances to develop affordable housing; provides termination method; requires recording of specified notice in public records; requires recording of specified final orders & instruments in public records.

Battery Offenses; Expands coverage of prohibition on battery involving contact with bodily substances.

Tourist Development; Requires certain counties to use revenue received from tourist development tax in specified manner; requires that charter county convention development moneys be distributed to certain entities for specified purposes; deletes specified notification requirement.

Homeowners' Associations; Provides requirements for community association managers & firms; provides & revises requirements for association's official records; requires association to assist in law enforcement investigation; requires associations to prepare audited financial statements; prohibits use of certain debit cards; revises requirements for director education; provides criminal penalties for actions by officer, director, or manager of association; requires standards be applied & enforced reasonably & equitably; requires written notice to parcel owners; authorizes consent to online voting electronically.

Dominican-American Heritage Day; Recognizes February 27, 2024, as "Dominican-American Heritage Day."
