Public K-12 Educational Institution Resiliency; Citing this act as the "Resilient Schools Act"; authorizing the Department of Education to provide certain technical assistance to school districts; authorizing schools or other local governmental authorities acting on behalf of a school to contract with third parties for renewable energy source devices located on property owned or controlled by a school; establishing the Resilient Schools Pilot Program within the department beginning with a specified school year, etc.

Extended-Release Injectable Naltrexone (Vivitrol) Program; Provides an appropriation for the Extended-Release Injectable Naltrexone (Vivitrol) Program. APPROPRIATION: $847,408

Prescription Drug Coverage; Requiring individual and group health insurers to provide notice of prescription drug formulary changes to current and prospective insureds and the insureds’ treating physicians; specifying requirements for a notice of medical necessity submitted by the treating physician; requiring the Financial Services Commission to adopt a certain form by rule by a specified date; requiring small employer carriers to comply with certain requirements for prescription drug formulary changes; requiring health maintenance organizations to provide notice of prescription drug formulary changes to current and prospective subscribers and the subscribers’ treating physicians, etc.

Timekeeping Upgrade; Provides an appropriation for the Timekeeping Upgrade. APPROPRIATION: $1,115,000

District Millage Elections; Increasing the maximum number of years for which a specified millage may be levied, etc.

Service of Process; Requiring employers to facilitate service by making employees available to accept service; increasing penalties for employers who fail to facilitate service; authorizing service on the registered agents of limited liability companies and corporations and other specified persons at any hour at a residence or personal mailbox; authorizing certified process servers to serve any nonenforceable civil process, etc.

Certificates of Completion; Specifying that students awarded a certificate of completion are eligible to enroll in career center and charter technical career center programs, etc.

Quasi-public Entities; Requiring the Governor to specify affiliated departments for certain quasi-public entities by a certain date; requiring a quasi-public entity to maintain a website that includes certain information; prohibiting a quasi-public entity from using public funds to retain a lobbyist; requiring the Auditor General to compile a list of quasi-public entities and submit the list to the Governor, the Legislature, and the Legislative Auditing Committee by a specified date, etc.

Hospitals’ Community Benefit Reporting; Repealing a provision relating to reporting of community benefit expenses for property tax exemption purposes, etc.

Insurance; Authorizing counties and municipalities to install automatic license plate reader systems for a specified purpose; requiring the Department of Highway Safety and Motor Vehicles to establish the Uninsured Vehicle Enforcement Program; requiring the department, in coordination with the Department of Transportation, to install and operate automatic license plate reader systems on infrastructure; authorizing the department to contract with an entity to provide necessary technology, equipment, and maintenance for the program, etc.
