Affordable Housing; Authorizes municipalities to create community land bank programs to sell eligible real property by private sale for purposes of affordable housing & provides requirements for such programs; authorizes Florida Housing Finance Corporation to allocate tax credit among certain projects; authorizes tax credit to be transferred by recipient; creates Retail-to-residence Tax Credit Program; requires corporation to establish & adopt procedures & to prepare annual plan; requires plan to be approved by Governor; authorizes corporation to exercise certain powers; creates Affordable Housing Construction Loan Program; provides corporation with certain powers & responsibilities relating to program; provides requirements for program.

Medicaid Eligibility for Medical Assistance and Related Services; Extends Medicaid eligibility to specified adults.

Financial Accountability in Publicly Funded Education; Revises requirements for private school to participate in certain educational scholarship programs; requires DOE to suspend payment of funds to participating private schools; creates K-12 Education Funding Task Force within DOE; & provides requirements for task force.

Tax Rebates for Low- to Moderate-income Residents; Creates the Working Floridians Tax Rebate Program within DOR; grants state funds to certain people who receive specified tax credit & meet certain criteria; prohibits receipt of rebate from being used in certain program eligibility determinations.

Child Support and Time-sharing Resulting From Unwanted Pregnancies; Provides requirements for prenatal care, post birth support, & time-sharing for a child under certain circumstances.

Insurance; Creates Property Insurance Commission; provides powers & duties of commission; provides for election of Commissioner of Insurance Regulation; prohibits commissioner from engaging in certain activities or employment for specified period after leaving office; requires interest earned on insurance proceeds received by mortgagees & assignees to be paid to insureds; prohibits property insurers from claiming insolvency; authorizes persons who engage in property insurance activities in other states to engage in insurance activities in this state; prohibits property insurers from using certain defenses as claims denials; requires insurance agents to advise insurance applicants of flood risk; requires OPPAGA to conduct study of effectiveness of property insurance mediation program; increases appropriation to My Safe Florida Home Program; provides effective date. APPROPRIATION: $300,000,000

Climate Resilience and Drinking Water Standards; Requires DEP to establish Blue Communities Program & Blue Communities Fund; establishes advisory board within DEP; provides for membership; establishes Ocean State Climate Adaptation & Resilience Grant Fund within DEP; specifies sources & uses of funding & project eligibility requirements; provides duties of DEP & Florida Oceans & Coastal Council; provides reporting requirements; requires DEP & council to jointly adopt rules; establishes Marine Resources Conservation Account within Marine Resources Conservation Trust Fund to be administered by FWCC; requires DEP, or local county health department designated by DEP, to monitor level of forever chemicals in certain water systems; provides monitoring standards.

Florida African American Heritage Preservation Network; Requires DOS to contract with Florida African American Heritage Preservation Network for specified purpose; specifies functions that must be provided under contract; provides that certain expenses are eligible for funding under contract.

Historically Black Colleges and Universities; Provides appropriation to DOE for increased security measures at public & private historically black colleges & universities; requires reversion of unexpended funds; & provides for future appropriation. APPROPRIATION: $30,000,000

Public Safety; Repeals ss 1-36, ch. 2023-18, LOF, relating to private school requesting sheriff to establish guardian program; revises training program hours required for school employees to be certified as school guardians; authorizes person to carry concealed weapon or concealed firearm if he or she is licensed to do so or meets specified requirements; prohibits person who is carrying concealed weapon or concealed firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or concealed firearm in this state if he or she meets same requirements as resident; requires each law enforcement agency to create & maintain an active assailant response policy; requires Office of Safe Schools to develop behavioral threat management operational process; requires DOE to establish Florida Safe Schools Canine Program.
