Guardianship; Requires that order appointing guardian identify persons entitled to certain information upon incapacitated person's death; authorizes that order appointing guardian identify persons entitled to notice if incapacitated person is transferred to medical facility & persons entitled to visit incapacitated person; authorizes guardian to restrict ability of minor ward to maintain certain contacts if it may cause harm to minor ward; authorizes guardian to restrict ability of adult ward to maintain contact with person in certain circumstances; requires guardian to provide ward with notice of change in residential setting in certain circumstances; requires guardian to provide notice to any person identified in order of appointment.

Pub. Rec. and Meetings/Interstate Compact for School Psychologists; Provides exemptions from public meetings & records requirements for Interstate Compact for School Psychologists Commission & its executive committee; provides for future legislative review & repeal of exemptions; provides statements of public necessity.

Specialty License Plates; Directs DHSMV to develop Miami Northwestern Alumni Association, Inc. license plate; provides for distribution & use of fees collected from sale of plate.

Opticianry; Removes ability of optician to delegate specified acts to unlicensed supportive personnel; removes exception to optician licensure requirements for employees working under direct supervision of physician or optometrist.

Interstate Compact for School Psychologists; Creates Interstate Compact for School Psychologists; provides for recognition of school psychologist licenses in member states; authorizes member state to require licensure; requires member states to meet criteria to participate in compact; establishes Interstate Compact for School Psychologists Commission; provides membership, duties, & powers; provides for state enforcement of compact; provides for termination of compact membership; requires facilitation of exchange of specified information between member states.

Civil Remedy for Parental Abduction; Provides civil cause of action if child is unlawfully abducted from parent for specified amount of time; provides standard of proof & specified damages; authorizes reasonable attorney fees & costs for either party; provides when specified timeframe begins; provides affirmative defenses; requires specified court division to preside over such cause of action; provides statute of limitations; tolling such statute of limitations.

National Council Licensure Examination ; Expresses support of the House of Representatives to require National Council of State Boards of Nursing to produce & distribute NCLEX examination & test preparation materials in Spanish.

Tax Rebates for Low- to Moderate-income Residents; Creates the Working Floridians Tax Rebate Program within DOR; grants state funds to certain people who receive specified tax credit & meet certain criteria; prohibits receipt of rebate from being used in certain program eligibility determinations.

Council on Social Status of Black Men and Boys; Establishes council within Florida Memorial University, rather than DLA; requires Florida Memorial University, rather than Office of Attorney General, to provide staff & administrative support to council; provides that council's meeting times are approved by president of Florida Memorial University, rather than Attorney General; provides that members of council may be reimbursed for certain expenses by Florida Memorial University, rather than DLA.

Holocaust Remembrance Day; Requires Governor to proclaim specified day annually as "Holocaust Remembrance Day"; authorizes "Holocaust Remembrance Day" to be observed in this state's public schools & be observed by public exercise as Governor may designate; authorizes specified instruction.
