Everglades Protection Area; Requires comprehensive plans & plan amendments that apply to certain lands within or near Everglades Protection Area to follow state coordinated review process; provides duties of DEP relating to such plans & plan amendments; provides additional limitation for compliance determination of such plans & plan amendments; prohibits & provides requirements for adoption of certain development amendments within Everglades Protection Area.

Flood Damage Prevention; Provides maximum voluntary freeboard requirements for new construction & substantial improvements to existing construction; prohibits voluntary freeboard from being used in calculation of maximum allowable height for certain construction; authorizes local governments to adopt by ordinance minimum freeboard requirement or maximum voluntary freeboard that exceeds minimum requirements; requires Florida Building Commission to adopt by rule minimum freeboard requirements & to incorporate such requirements into next edition of FBC; requires commission to review freeboard requirements every 5 years.

Florida Women's Historical Marker Initiative; Establishes Florida Women's Historical Marker Initiative within Division of Historical Resources of DOS; provides purpose of initiative; establishes Women's Historical Marker Selection Committee; provides for membership & duties; provides criteria for recognition by initiative; requires Florida Historical Marker Program to place certain number of historical markers over certain time period.

Transparency in Social Media; Requires foreign-adversary-owned entities operating social media platforms to publicly disclose specified information in certain manner; requires foreign-adversary-owned entities operating social media platforms to implement user verification system for certain entities; requires enforcement by DLA.

Beverage Container Deposits; Requires consumers & dealers to pay deposit fees for specified beverage containers; provides for redemption of beverage containers & refund of deposit fees; authorizes DEP to conduct certain audits; requires notice & provides civil penalties; prohibits local governments from imposing fees for same or similar purpose.

Pub. Rec. and Meetings/Mental Health and Substance Abuse; Specifies all hearings relating to mental health & substance abuse, respectively, are confidential & closed to public; provides exceptions; expands public records exemption to include certain petitions & applications; revises date for future legislative review & repeal; provides public necessity statements.

Outpatient Health Services; Revises requirements relating to voluntary admissions to facility for examination & treatment, ordering person for involuntary services & treatment, petitions for involuntary service, appointment of counsel, & continuances of hearings; defines "involuntary outpatient placement."

Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.

Improvements to Real Property; Authorizes program administrator to offer program for financing qualifying improvements for commercial & residential property; creates seller's disclosure statements for properties offered for sale which have assessments on them for qualifying improvements; requires any financing agreement executed be submitted for recording in public records of county where property is located; prohibits recorded financing agreement from being removed from attachment to property; requires program administrator comply with act & any related contracts, agreements, or interlocal agreements be amended to comply with act.

Disclosure of Grand Jury Testimony; Revises list of persons prohibited from disclosing testimony of witness examined before grand jury or evidence it receives; creates exception for request by media or interested person.
