Unauthorized Public Camping and Public Sleeping; Prohibits counties & municipalities from authorizing or otherwise allowing public camping or sleeping on public property without certification of designated public property by DCF; authorizes counties to designate public property for such uses for specified time period; requires counties to establish specified standards & procedures relating to such property; authorizes DCF to inspect such property & to issue notice; provides exception during specified emergencies.

Law Enforcement Officers; Requires FDLE to create program to appoint & supervise unpaid auxiliary law enforcement officers with statewide jurisdiction to support law enforcement agencies; specifies status of such officers; provides training courses may be taught from any location in virtual classroom without an instructor present.

Xylazine; Provides for use of xylazine as an animal drug in certain circumstances.

Relief/Maury Hernandez/Department of Corrections; Provides appropriation to compensate Maury Hernandez for injuries & damages sustained as consequence of DOC's failures to enforce probation laws, regulations, & policies; provides limitation on payment of compensation & attorney fees. CLAIM WITH APPROPRIATION: $10,000,000

Marriage Between Persons of the Same Sex; Removes prohibition on recognition of same-sex marriages; removes prohibition on state & its agencies & subdivisions giving effect to public act, record, or judicial proceeding that respects same-sex marriage or relationship or claim arising from such marriage or relationship.

Repeal of Marriage Definition; Proposes repeal of provision in State Constitution which defines a marriage as the legal union of only one man & one woman as husband & wife & invalidates any other legal union treated as marriage or substantial equivalent.

Postsecondary Students Who Are Homeless or At Risk of Homelessness; Revises provisions relating to services & information provided to & for students experiencing or at risk of experiencing homelessness; establishes Fostering Independence Grant Program within DOE to be administered by FCS institutions & state universities; provides requirements for program.

Mangrove Replanting and Restoration; Requires DEP to adopt specified rules for mangrove replanting & restoration; conduct, in consultation with Division of Insurance Agent & Agency Services, statewide feasibility study regarding use of mangroves & other nature-based solutions for flood insurance purposes; & submit report to Governor & Legislature by specified date.

Florida Veterans' History Program; Creates Florida Veterans' History Program within Division of Arts & Culture of DOS as Florida Folklife Program; provides purpose; authorizes division to request assistance from DVA; requires division's folklorists to seek out & identify certain veterans; authorizes division or folklorist to interview such veterans or invite them to submit written or electronic accounts of their experiences; authorizes division to contract with third-party vendor; authorizes division to adopt rules.

Youth Conflict Resolution and Peer Mediation Pilot Program; Establishes Youth Conflict Resolution and Peer Mediation Pilot Program within the Community School Grant Program; provides requirements for program.
