Insurance Coverage for Autism Spectrum Disorder Diagnosis; Requires insurance coverage for autism spectrum disorder diagnosis provided by physician or psychologist under group health insurance policy or group health benefit plan or under health maintenance contract rather than insurance coverage for well-baby & well-child screening for diagnosing presence of disorder.

Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.

Florida Young Farmer and Rancher Matching Grant Program; Creates Florida Young Farmers & Ranchers Matching Grant Program within DACS; provides requirements for recipient eligibility & grant awards; specifies that grant funding is contingent upon legislative appropriation; provides appropriation. APPROPRIATION: $500,000

Online Marketplace Transparency; Requires online marketplaces to require high-volume third-party sellers using their service to provide information to online marketplace within specified timeframe; requires online marketplace to suspend sellers who do not provide such certification or updated information; requires online marketplaces to disclose information in specified manner; preempts regulation of verification & disclosure of such information to Department of Legal Affairs.

Florida Main Street Program and Historic Preservation Tax Credits; Specifies eligibility requirements for receiving specified tax credits for taxpayers that rehabilitate certified historic structures; specifies requirements for taxpayers claiming or transferring specified tax credits; specifies requirements for Division of Historical Resources of DOS for evaluating & certifying applications for specified tax credits; specifies amount of tax credits; authorizes carryforward, sale, & transfer of tax credits; requires DOR to provide annual reports to Legislature; provides duties of DOR; revises order in which tax credits against corporate income tax credit or franchise tax are applied; revises order in which credits & deductions against insurance premium tax are applied.

Building Permits; Prohibits certain persons or entities from making substantive changes to building plans after permit has been issued; provides exceptions; requires certain persons to provide certain information to certain persons or entities; provides that certain persons are subject to disciplinary action under certain circumstances; prohibits local government from prohibiting or restricting demolition permits for single-family residential structures located in certain areas; provides that local governments may only review demolition permits administratively for compliance with certain regulations; prohibits property owner from being penalized for demolition in compliance with demolition permit; prohibits local governments from imposing additional requirements on certain structures.

Mental Health and Substance Abuse; Revises & provides terminology & requirements relating to petitions & procedures for voluntary & involuntary admissions, examinations, & treatment under Baker Act & Marchman Act; provides appropriation. APPROPRIATION: $633,000

Mobilization of the Florida National Guard; Prohibits release of Florida National Guard or member thereof from this state into active duty combat without official declaration of war or other official action by United States Congress; requires Governor to take all necessary actions to comply with such prohibition.

In-person Visitation; Requires providers to establish visitation policies & procedures within specified timeframe; provides requirements for policies & procedures; authorizes resident, client, or patient to designate essential caregiver; authorizes providers to suspend in-person visits under certain circumstances; requires providers to provide policies & procedures to AHCA; requires providers to make policies & procedures accessible from homepage of their websites.

Private Property Rights to Prune, Trim, and Remove Trees; Prohibits local governments from requiring notice, application, approval, permit, fee, or mitigation for pruning, trimming, or removal of tree on residential property if property owner possesses certain documentation; provides that tree poses unacceptable risk if removal is only means of practically mitigating its risk below moderate as determined by specified procedures.
