Photographic Enforcement of School Bus Safety; Authorizes school districts to install & operate side stop signal arm enforcement systems on school buses; requires manufacturers & vendors to submit specified information to law enforcement agencies within specified timeframe; requires law enforcement agencies to review such information to determine whether violation occurred; provides notice requirements & procedures; provides payment of fine operates as final disposition of civil penalty; provides notice requirements, procedures, & actions by DSHMV for unpaid civil penalties; specifies requirements of use of recorded video & still images captured by system; provides civil penalties.

Criminal Sentencing; Provides no points will be assessed for violations of community sanctions that are resolved under an alternative sanctioning program; provides for resolution of low-risk violations of probation through an alternative sanctioning program; corrects provisions concerning limiting prison sentences for first time revocations for technical violations; provides for structured sentences when technical violations result in prison terms; provides time periods for hearing & release of probationer or offender concerning alleged violations that are criminal traffic offenses or technical violations; provides that an alternative sanctioning program is default method for resolution of certain low-risk violations.
Motorcycle Specialty License Plates; Directs DHSMV to create Blue Angels motorcycle specialty license plate; provides design & issuance requirements; provides for distribution & use of annual use fees received from sale of plate; provides for transfer of plate to replacement vehicle; authorizes DHSMV to issue personalized prestige plates in accordance with certain provisions.
