Amendments to the State Constitution; Revises provisions relating to amendments to State Constitution including initiative petitions; handling petitions; sponsor & petition circulator registration; signature verification procedures; signature revocation; record retention; duties & responsibilities of supervisors of elections, Division of Elections, & DOS; Financial Impact Estimating Conference; certification of elections involving constitutional amendments; public funding; & criminal penalties.

Diabetes Management in Schools; Authorizes school district or public school to acquire & maintain supply of undesignated glucagon; requires that undesignated glucagon be stored in secure location that is immediately accessible; authorizes school district or public school to enter into arrangements with manufacturer or supplier to obtain glucagon free of charge or at fair market or reduced price; authorizes school district or public school to accept donated or transferred glucagon that meets certain requirements; authorizes school district or public school to obtain monetary donations or apply for grants to purchase glucagon; authorizes school district or public school to request prescription for glucagon from county health department; authorizes licensed health care practitioner to prescribe glucagon in name of school district or public school; authorizes licensed pharmacist to dispense glucagon pursuant to such prescription; requires participating school to make available undesignated glucagon to be administered as ordered in student's diabetes medical management plan or health care practitioner's orders; requires employee to call for emergency assistance & provide parental notification after administration of glucagon; requires State Board of Education to adopt rules; provides certain persons & entities with immunity from civil & criminal liability.

Vessel Accountability; Provides penalty for certain vessels occupying waters of this state if FWCC officer or law enforcement agency finds that specified conditions exist; revises manner & timeframe for vessel owners or operators to demonstrate vessel's effective means of propulsion; requires FWCC to issue permit for long-term anchoring; provides penalty for long-term anchoring without permit; authorizes enforcement of certain noncriminal violations by citation; requires that vessel subject to specified number of violations within specified period be declared public nuisance; authorizes certain persons to relocate certain vessels; revises notice placed upon derelict vessel declared public nuisance provides prima facie evidence of ownership or control of derelict vessel; provides means of exonerating owner of vessel or derelict vessel of responsibility if such owner attempts to transfer ownership or control of such vessel; provides that owner of derelict vessel is exclusively responsible for all costs associated with relocation or disposal; prohibits person from dwelling or residing on derelict vessel; authorizes law enforcement officers to enforce such provisions.

Fraudulent Use of Gift Cards; Provides criminal penalties for persons who, with intent to defraud, commit specified acts related to gift cards or use for certain purposes gift cards or gift card redemption information; provides enhanced criminal penalties for second or subsequent violation; provides enhanced criminal penalties if value of violation exceeds specified amount.

Administrative Procedures; Revises provisions relating to rule development, proposed rules, notices, public workshops, publication, timeframes, repromulgation requirements, statements of estimated regulatory costs, public hearings, lower cost regulatory alternatives, incorporation by reference, emergency rules, Florida Administrative Code, Florida Administrative Register, & annual regulatory plans.

Unlawful Distribution of Controlled Substances Resulting in Death; Defines "dangerous fentanyl or fentanyl analogs" & "distribute"; creates offense of murder in third degree.

Postjudgment Execution Proceedings Relating to Terrorism; Provides additional requirements for postjudgment execution proceedings to enforce judgments entered against terrorist parties under specified provisions; provides retroactive application of specified provisions.

Contracting with Foreign Countries of Concern; Prohibits governmental entities from entering into certain contracts for services or to purchase certain products & from extending or renewing contracts with entities with certain connections to foreign countries of concern; requires certain entities that submit bid, proposal, or reply to provide goods or services to sign affidavit; prohibits laboratories from using certain operational or research software produced in or by foreign country of concern, state-owned enterprise of foreign country of concern, or company domiciled within foreign country of concern; provides certain protections for licensees who fail to obtain assurances from person or entity that indirectly owns controlling interest in licensee or indirectly holds interest in certain entities.

Driver License Education Requirements; Specifies age at which applicant for driver license must complete traffic law & substance abuse education course; requires applicant for learner's driver license to complete certain driver education course approved by DHSMV.

School Readiness Program; Revises criteria for child to receive priority for participation in school readiness program; provides requirements for school readiness program provider to be eligible for specified funding.
