National Institutes of Clean Energy Act of 2021

National Institutes of Clean Energy Act of 2021 This bill establishes the National Institutes of Clean Energy within the Department of Energy. The institute must invest in clean energy science, climate science, innovation, and research and development to reduce emissions and build climate resilience. In addition, the institute must support (1) clean energy research areas; (2) research and development projects focusing on the impacts of energy production in certain communities that have been disproportionately impacted by environmental injustices; and (3) research and development projects focused on impacts of clean energy and energy production on job loss, job creation, and workforce development, particularly in heavily unionized workforce sectors.

Stop Child Hunger Act of 2021

Stop Child Hunger Act of 2021 This bill establishes a permanent program and provides funds for electronic benefit transfer (EBT) cards to cover meals for children during extended school closures. Specifically, the Department of Agriculture must establish a program to provide EBT cards to cover meals for children who are enrolled in the National School Lunch Program or School Breakfast Program when a school is closed, operating remotely, or a combination of both for a period of five days or more. Cards may be used to purchase food from approved retailers under the Supplemental Nutrition Assistance Program.

Improving Training for School Food Service Workers Act of 2021

Improving Training for School Food Service Workers Act of 20 21 This bill adds requirements regarding the availability of training that the Department of Agriculture provides under current law for local food service personnel in schools. The training must be scheduled during regular, paid working hours; provided at no cost to food service personnel; offered in-person whenever appropriate; and incorporate experiential learning. If the training is scheduled outside of working hours, food service personnel must be informed about the necessity of scheduling the program, consulted to schedule the program, and compensated for attending the program. Personnel may not be penalized for failing to attend a program outside of working hours.

COAST Anti-Drilling Act

Clean Ocean And Safe Tourism Anti-Drilling Act or the COAST Anti-Drilling Act This bill prohibits the Department of the Interior from authorizing the exploration, development, or production (i.e., offshore drilling) of oil or natural gas in specified planning areas of the Outer Continental Shelf along the Atlantic Coast, including the Straits of Florida.

Mental Health Services for Students Act of 2021

Mental Health Services for Students Act of 2021 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

John Lewis Every Child Deserves a Family Act

John Lewis Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.

Rights for the TSA Workforce Act of 2021

Rights for the Transportation Security Administration Workforce Act of 2021 or the Rights for the TSA Workforce Act of 2021 This bill modifies the workplace rights, protections, and benefits applicable to Transportation Security Administration (TSA) personnel. Specifically, the bill within 180 days, eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates, leave rights, and other rights of TSA and Federal Air Marshal Service employees; and requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The bill also directs the TSA to implement in-person or remote mental health programs at each field office of the Federal Air Marshal Service and consult with labor associations to address concerns regarding federal air marshals, including mental health and suicide rates; requires DHS to prioritize the hiring of veterans, including disabled veterans; and directs the TSA to ensure its employees are provided proper guidance regarding prevention and protections against the coronavirus.

Wildfire Emergency Act of 2021

Wildfire Emergency Act of 2021 This bill provides for programs and activities in support of forest restoration, wildfire mitigation, and energy resilience. The Department of Agriculture (USDA) shall select landscape-scale forest restoration projects to implement on National Forest System land and on land adjoining National Forest System land. USDA shall establish a pilot program under which USDA may enter into conservation finance agreements with public or private persons to implement and monitor such projects. The Department of Energy shall establish a program to support critical infrastructure and microgrids, including by improving the energy resilience and power needs of critical facilities (e.g., hospitals) through the use of microgrids, renewable energy, energy efficiency, reduced electricity demand, and on-site storage. USDA and the Department of the Interior shall establish one or more centers in western states to train individuals in methods relevant to the mitigation of wildfire risk. USDA shall establish a competitive grant program to support workforce development in forestry and fire management.
