Emergency Water is a Human Right Act

Emergency Water is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service or public water system service is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Energy Resilient Communities Act

Energy Resilient Communities Act This bill requires the Department of Energy to establish a program that awards grants to make critical energy infrastructure more resilient to climate change hazards, such as grants for developing clean energy microgrids that support critical community infrastructure or customers of electric utilities with special energy needs due to medical conditions.

Mental Health Access Improvement Act of 2021

Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Women and Climate Change Act of 2021

Women and Climate Change Act of 2021 This bill addresses climate change and its effects on women and girls. Specifically, the bill establishes the Federal Interagency Working Group on Women and Climate Change within the Department of State. The bill outlines the functions of the working group, including the coordination of agencies' policies and activities relating to combating the effects of climate change on women and improving the government's response to and strategy for climate change. In addition, the Office of Global Women's Issues of the State Department must submit a strategy to prevent and respond to the effects of climate change on women.

ROCKS Act

Rebuilding Our Communities by Keeping aggregates Sustainable Act of 2021 or the ROCKS Act This bill directs the Department of Transportation to establish a working group of stakeholders (e.g., state, tribal, and local transportation and planning agencies) with knowledge and expertise in the production and transportation of materials used in the construction and maintenance of transportation infrastructure projects to conduct a study on access to such materials, including access to stone, sand, and gravel.

ICE and CBP Body Camera Accountability Act

ICE and CBP Body Camera Accountability Act This bill requires U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) agents and officers to wear body cameras when engaged in official operations. Such agents and officers shall turn on their cameras for the duration of each shift. The footage shall be available to each party in any administrative proceeding, civil action, or criminal proceeding where such footage is pertinent. An agent or officer whose camera does not record footage during a shift shall be subject to furlough, reduction in pay or grade, or suspension. When a camera does not record during a shift, the Department of Homeland Security may not determine that the camera malfunctioned unless the agent or officer submits evidence to establish that a malfunction occurred. ICE and CBP shall establish policies and procedures regarding use of the cameras and for carrying out adverse actions related to a failure to record footage.

Expressing support for designation of the week of February 1, 2021, through February 5, 2021, as "National School Counseling Week".

This joint resolution honors the contributions of school counselors to the success of students in elementary and secondary schools. The resolution encourages the observation of National School Counseling Week with ceremonies and activities that promote awareness of the crucial role school counselors play in preparing students for fulfilling lives as contributing members of society.
