This bill requires the Federal Communications Commission (FCC) to analyze and report on the demands associated with edge provider data transmitted over rural broadband networks during a specified six-year period. An edge provider is an entity that provides content, applications, or services over the internet (e.g., search engine providers, streaming video or music services, social media platforms, and retailers). Some edge providers generate revenue by selling products or subscriptions to their content, while others offer their content for free and generate revenue by selling advertising to users based on user-provided information. In its analysis, the FCC must retrospectively and prospectively estimate the quantity of edge provider data transmitted over rural broadband networks. It must also calculate costs to rural broadband providers that are not otherwise recovered for transmitting such data. These costs include (1) initial deployment of rural broadband networks, (2) operation and maintenance of those networks, and (3) the delivery of services to users over those networks.

This bill extends the authority for federal agencies to reimburse federal contractors for paid leave provided to employees unable to perform work due to the COVID-19 (i.e., coronavirus disease 2019) pandemic from March 31, 2021, to September 30, 2021.

Agricultural Intelligence Measures Act or the AIM Act This bill establishes the Office of Intelligence in the Department of Agriculture (USDA) under the National Intelligence Program. The office must leverage the capabilities of the intelligence community and the intelligence-related research of the National Laboratories to ensure that USDA is fully informed of threats by foreign actors to U.S. agriculture; focus on understanding foreign efforts to steal U.S. agriculture knowledge and technology, and develop or implement biological warfare attacks, cyber or clandestine operations, or other means of sabotaging and disrupting U.S. agriculture; prepare, conduct, and facilitate intelligence briefings for USDA; operate as the liaison between USDA and the intelligence community, with the authority to request intelligence collection and analysis on matters related to U.S. agriculture; collaborate with the intelligence community to downgrade intelligence assessments for broader dissemination within USDA; and facilitate the sharing of information on foreign activities related to agriculture with the intelligence community.

Veterans Collaboration Act This bill requires the Department of Veterans Affairs (VA) to carry out a two-year pilot program in states with the highest veteran populations to promote collaboration between the VA, nonprofit organizations, and institutions of higher learning. The VA shall emphasize collaboration with (1) veterans service organizations that provide personnel with appropriate credentials to assist veterans in filing disability compensation claims and appeals with the VA, and (2) educational institutions that provide veterans with pro bono legal assistance.

Veterans Affairs Transfer of Information and Sharing of Disability Examination Procedures With DOD Doctors Act This bill addresses the sharing of medical information and disability examination procedures between the Departments of Defense (DOD) and Veterans Affairs (VA). It requires that if a member of the Armed Forces who is required to receive a physical examination upon separation from active duty and has or is believed to have a medical condition that may make the member eligible for veterans' disability compensation and benefits, the examination must be performed by a VA-certified health care provider. If the condition is discovered during the physical examination and the examining health care provider is not VA-certified, the examination must be completed by a VA-certified provider. An eligibility determination made as part of such an examination shall be binding on the VA and be used as the basis for assigning the member's disability rating. The VA and DOD shall jointly establish a system to share data and maintain the medical and personnel records of Armed Forces members and veterans.

This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires roll call votes of (1) three-fifths of each chamber of Congress to increase the public debt limit, and (2) a majority of each chamber for legislation increasing revenue. It also requires the President to submit a balanced budget to Congress annually. Congress is authorized to waive these requirements when a declaration of war is in effect or if the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

Treat and Reduce Obesity Act of 2021 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

This resolution supports the designation of National Small Business Workplace Solutions Week in recognition of the essential services provided by the workplace solutions industry and its efforts to promote safety and support for our communities.

Adoption Information Act This bill requires federally funded family planning programs to provide each person who inquires about their services with specified information about adoption centers in their state. The Department of Health and Human Services must provide the programs with pamphlets containing the required information.
