Child and Animal Abuse Detection and Reporting Act

Child and Animal Abuse Detection and Reporting Act This bill requires the Children’s Bureau of the Administration for Children and Families to disseminate information through the National Clearinghouse on Child Abuse and Neglect Information about the incidence of cases of child abuse that involve abuse to animals.

TREAT Act

Temporary Reciprocity to Ensure Access to Treatment Act or the TREAT Act This bill temporarily authorizes the interstate provision of in-person and telehealth services. This authorization applies during, and for at least 180 days after, the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, subject to scope of practice and other requirements, a health care professional may provide health services in any U.S. jurisdiction based on that individual's authorization to practice in any one state or territory. The bill also provides certain related powers to health care professional regulatory bodies, such as medical boards. Specifically, a regulatory body may investigate and take disciplinary actions against a professional who provides services pursuant to this bill to a patient in that body's jurisdiction.

CHANCE in TECH Act

CHampioning Apprenticeships for New Careers and Employees in TECHnology Act or the CHANCE in TECH Act This bill requires the Department of Labor to enter into contracts with industry intermediaries to promote the development of and access to apprenticeships in the technology sector. The Department of Education (ED) may issue CHANCE in TECH Awards for 21st Century Schools to secondary schools or junior or community colleges that demonstrate high achievement in providing students necessary skills to compete in the 21st century workforce. In making an award, ED must consider the availability of science, technology, engineering, and mathematics (STEM), career and technical education, and computer technology courses at the schools.

Effective Drug Control Strategy Act of 2021

Effective Drug Control Strategy Act of 2021 This bill requires the Office of National Drug Control Policy to (1) evaluate the effectiveness of all federally funded activities aimed at reducing the demand for illegal drugs, and (2) publish annually a complete list of all drug control grant programs.

Stopping the Mental Health Pandemic Act This bill requires the Substance Abuse and Mental Health Services Administration to award grants to states, tribal nations, local governments, behavioral health and primary care providers, and community organizations to support behavioral health treatment and services during the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Coronavirus Mental Health and Addiction Assistance Act of 2021

Coronavirus Mental Health and Addiction Assistance Act of 2021 This bill requires the Substance Abuse and Mental Health Services Administration to award grants to establish a network of entities that provide mental health and substance use disorder programs during the COVID-19 (i.e., coronavirus disease 2019) pandemic. Eligible entities include tribal nations, nonprofit organizations, service providers, and partnerships of two or more eligible entities.

Ensuring Coverage in Public Health Emergencies Act of 2021

Ensuring Coverage in Public Health Emergencies Act of 2021 This bill requires private health insurance plans to provide a 30-day special enrollment period for eligible individuals after a public health emergency is declared. An employee who is eligible but not enrolled may enroll in an employer-provided group health plan during the special enrollment period.

ACCESS Act

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill provides funding to increase access to telehealth services and virtual visits in skilled and other nursing facilities during the COVID-19 (i.e., coronavirus disease 2019) emergency. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides additional funding for FY2021, to remain available through FY2022, to the Telehealth Resource Center Program to address barriers to telehealth faced by skilled and other nursing facilities. The Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources and Services Administration manages this program. In addition, the bill provides funding for FY2021, to remain available through one month after the emergency period ends, to the Department of Health and Human Services (HHS) for grants to nursing facilities to support virtual visits for residents during the COVID-19 emergency. HHS must develop relevant guidance for these grants within 15 days. HHS must also coordinate with the Federal Communications Commission to ensure grantees have access to telecommunications and broadband services.

Ally's Act This bill requires private health insurance plans to cover certain hearing devices and systems (e.g., bone-anchored auditory implants) and related items and services. The bill also imposes limits on cost sharing.
