Rebuilding Communities After Disasters Act This bill requires the Small Business Administration (SBA) to increase the loan limits for the disaster loan program and to communicate certain information about the program following disasters. Specifically, the bill raises from $40,000 to $75,000 the loan amount for repair or replacement of household and personal effects and from $200,000 to $400,000 the loan amount for repair or replacement of a primary residence. Further, the bill requires the SBA to communicate through radio, television, print, and web-based outlets all relevant information needed by disaster loan applicants if a disaster is declared or the SBA declares eligibility for additional disaster assistance. (Currently, the SBA is only required to endeavor to communicate such information.) The SBA must submit a report on the disaster loan program that includes information such as the number and dollar value of program loans and the average estimated dollar value of damage sustained by borrowers.

Disaster Reforestation Act This bill sets forth a special rule for the tax deduction for casualty losses of uncut timber (including pre-merchantable timber). It provides that in losses of any uncut timber from fire, storm, insects, invasive species, drought, or other casualty, or from theft, the basis for determining the amount of the deduction for such loss shall not be less than the excess of the value of such timber determined immediately before such loss was sustained, over the salvage value of such timber. To be eligible for the casualty loss deduction, the uncut timber subject to the loss must be reforested not later than the close of the five-year period beginning on the date of the loss.

CBP Workload Staffing Model Act This bill requires the U.S. Customs and Border Protection (CBP) to develop and implement a workload staffing model for each of the U.S. Border Patrol and Air and Marine Operations. Such model shall include (1) consideration for essential frontline operator activities and functions, (2) variations in operating environments, and (3) present and planned infrastructure and technology. The CBP must also develop standard operating procedures for a workforce tracking system, train the workforce on the use of such system, and implement internal controls to ensure timely and accurate scheduling and reporting. The Department of Homeland Security (DHS) must review the model and provide feedback regarding the degree to which it is responsive to certain DHS recommendations.

National Flood Insurance Program Consultant Accountability Act of 2021 This bill allows the Federal Emergency Management Agency (FEMA) to terminate certain contracts under the National Flood Insurance Program on the basis of detrimental conduct to the program by a covered entity (an attorney, law firm, consultant, or third-party company that provides certain services under the contract). Specifically, on such basis, FEMA may terminate a contract between a covered entity and a Write Your Own company (a property and casualty company that writes and services federal standard flood insurance policies in its own name). FEMA shall establish a process for a covered entity to appeal such a termination. Neither FEMA nor a Write Your Own company is required to make an early-termination payout to a covered entity with respect to a contract terminated under the bill.

Trillion Trees Act This bills establishes a variety of requirements and incentives to plant trees and conduct other land management practices for the purposes of capturing and storing carbon in domestic and international trees and forests. Additionally, the bill provides incentives to research or develop other carbon sequestration tools. Specifically, the bill directs the Department of Agriculture (USDA) to set targets to increase forest carbon stock through January 1, 2100, for the purposes of sequestering and storing carbon in U.S. forests. It also establishes and provides funding for the Trillion Trees Challenge Fund to provide grants to nonfederal entities for activities related to reforestation efforts on public or private lands. In addition, it raises the cap on the Reforestation Trust Fund to enhance forest health in the National Forest System and requires the USDA to establish a Tree City USA Grant Program. The bill also allows the U.S. Agency for International Development to enter into an agreement with a nonprofit organization to establish an International Forest Foundation to promote reforestation and prevent deforestation. Additionally, it establishes requirements and incentives to address seedling shortages and support nurseries. Finally, the bill provides market incentives to research or develop other carbon sequestration tools relating to biochar, sustainable building practices, biochemical and bioplastic products, and biomass energy.

Flexible Financing for Rural America Act This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.

This joint resolution recognizes and affirms the sovereign and unilateral authority of states to defend themselves against invasion.

This resolution condemns the rocket attacks by Hamas against Israel beginning the week of May 9, 2021. It also states that the United States must continue to invest in and support Israel's security and sovereignty.

Taxpayers and Savers Protection Act or the TSP Act This bill prohibits any sums in the Thrift Savings Fund from being invested in a security that is listed on an exchange in a jurisdiction in which the Public Company Accounting Oversight Board is prevented from conducting the mandatory inspection or investigation of a registered public accounting firm because of a position taken by an authority in that jurisdiction.

Regional Impact of Disasters and Emergencies Relief Act or the RIDER Act This bill expands eligibility for individual and public assistance to areas contiguous to an area designated as eligible to receive assistance as a result of a major disaster and includes cumulative damage from multiple natural catastrophes within the definition of major disaster.
