Expressing the sense of the House of Representatives that Congress disapproves of Department of Defense leadership pursuing adverse actions toward members of the Armed Forces of the United States who choose not to receive a COVID-19 vaccine.

This resolution expresses that the House of Representatives opposes adverse punishment or discharge that is not honorable for service members whose discharge results from choosing not to receive the COVID-19 vaccine.

Border Security for America Act of 2021

Border Security for America Act of 2021 This bill addresses border security and related issues. For example, the bill requires the Department of Homeland Security (DHS) to resume all activities to construct a border barrier system along the U.S.-Mexico border that were underway or planned prior to January 20, 2021; requires DHS to deploy, in addition to physical barriers, tactical infrastructure and technology to achieve situational awareness and operational control of the southwest border; authorizes U.S. Customs and Border Protection (CBP) to carry out a program to acquire innovative commercial items through a competitive selection of proposals; imposes certain requirements for DHS border security technology acquisition programs that have a total expenditure of at least $300 million; requires CBP to implement certain technologies, including a program to establish a biometric exit data system at ports of entry; requires CBP to increase or maintain certain staffing levels for agents, officers, processing coordinators, and other positions; requires CBP to implement a workload staffing model for the U.S. Border Patrol and for CBP's Air and Marine Operations; and provides statutory authority through FY2026 for Operation Stonegarden, a Federal Emergency Management Agency program that provides grants to states and territories involved in certain active CBP border security operations.

Active Forest Management, Wildfire Prevention and Community Protection Act

Active Forest Management, Wildfire Prevention and Community Protection Act This bill establishes forest management, forest conservation, and wildfire prevention programs and activities. The bill establishes a collaborative prescribed fire program, an incentive program for large, cross-boundary prescribed fires, a program to remove or treat bark beetle-killed or infested trees, the Restoration and Resilience Partnership Program, and Forest Reserve Revenue Areas to generate revenue for counties. The bill also provides for, among other things the removal of certain trees or parts of those trees that come within 500 feet of an electric power line as hazard trees, the selection and implementation of landscape-scale forest restoration projects, removing the maximum term limits on stewardship end result contracting projects, study of only two alternatives (action vs. nonaction) in proposed collaborative forest management activities, the balancing of the long- and short-term effects of forest management activities on the affected ecosystem while considering injunctive relief, categorical exclusions from certain environmental requirements for specified forest management activities, and the expansion of the fire regime areas outside the wildland-urban interface for which a collaborative restoration project may be conducted.

Unmasking the Origins of COVID-19 Act This bill authorizes the Department of State to pay a reward for information leading to the identification of the origins of COVID-19 or other related information, such as the identification of individuals or entities involved in a cover-up of the origins of COVID-19.

Employee Rights and Freedoms Act

Employee Rights and Freedoms Act This bill prohibits employers from requiring job applicants or employees to undergo a medical procedure, including a vaccine. An individual may bring a civil claim in an appropriate U.S. district court to enforce this restriction.

Interstate Milk Freedom Act of 2021

Interstate Milk Freedom Act of 2021 This bill prohibits federal regulation of the interstate traffic of unpasteurized milk or milk products packaged for direct human consumption under specified circumstances. Specifically, the prohibition applies if such products (1) would be considered in violation of federal law solely because they are unpasteurized; (2) are allowed by the state of origin to be distributed for direct human consumption by any means; (3) are produced, packaged, and moved in compliance with the laws of such state; and (4) are moved from the state of origin with the intent to transport them to another state that allows the distribution of such products for direct human consumption.

Carbon Capture Improvement Act of 2021

Carbon Capture Improvement Act of 2021 This bill authorizes the issuance of tax-exempt facility bonds for the financing of qualified carbon dioxide capture facilities. A qualified carbon dioxide capture facility is any equipment installed in an industrial carbon dioxide facility that satisfies specified capture and storage requirements and (1) is used for the capture, treatment and purification, compression, transportation, or on-site storage of carbon dioxide produced by the industrial carbon dioxide facility; or (2) is integral or functionally related and subordinate to a gasification process that converts a product from coal, petroleum residue, biomass, or other materials that are recovered for their energy or feedstock value into a synthesis gas composed primarily of carbon dioxide and hydrogen for direct use or subsequent chemical or physical conversion.
