Non-Domiciled CDL Integrity Act

Maddy summaryHR 5688, the Non-Domiciled CDL Integrity Act, changes rules for issuing commercial driver's licenses (CDLs) to people who don't live in the state where the license is issued. It allows states to issue CDLs to foreign nationals with lawful U.S. immigration status and work-related visas (valid for up to one year or until their stay ends), requiring states to verify status before issuing and keep records for two years. For residents of U.S. territories like Puerto Rico, it requires proof of U.S. citizenship or permanent residency before issuing CDLs, with similar verification and record-keeping rules. The bill directly affects commercial drivers from foreign countries and U.S. territories seeking CDLs in states where they are not residents.

FAIR ACT

Maddy summaryThis bill, known as the FAIR Act, would allow the U.S. Food and Drug Administration to approve certain medicines and permit clinical trials for life-threatening diseases more quickly by recognizing approvals from trusted international regulatory authorities. It directly affects drug manufacturers, patients with serious illnesses, and U.S. healthcare providers by creating a new pathway where medicines already approved by agencies like the European Medicines Agency or Health Canada could receive reciprocal marketing approval in the United States. The legislation establishes a 30-day timeline for FDA review of these reciprocal requests and includes provisions for clinical trials authorized abroad, while maintaining safety oversight through withdrawal mechanisms if adverse events occur. The bill specifies that only products intended for immediately life-threatening conditions would qualify under this streamlined process.

Enhanced Iran Sanctions Act of 2025

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

SCAM Act

Maddy summaryThe SCAM Act requires online platforms that display paid advertisements (like social media sites) to verify advertiser identities, implement scam detection systems, and remove fraudulent ads within 24 hours of confirmation. It directly affects platforms that accept payment for ads, targeting scams such as fake giveaways, romance scams, and AI impersonations that cost consumers $195 billion in 2024 (per FTC data). Key mechanisms include mandatory identity checks for advertisers, active monitoring systems, and a 72-hour investigation window for reported scams. The law aims to reduce fraud by shifting responsibility to platforms, with enforcement by the FTC and state attorneys general.

Disaster Zone Energy Affordability and Investment Act

Maddy summaryThis bill modifies tax credit rules to help businesses recover after disasters. It allows businesses operating in designated disaster areas to treat certain unused tax credits (carryforwards) as transferrable credits against current tax liability, rather than letting them expire. Specifically, it applies to taxpayers making eligible expenditures for business operations in areas with a major disaster declaration after December 31, 2023, or a state-declared disaster meeting specific criteria. The change affects businesses in affected zones by providing immediate tax relief for qualifying expenses incurred within two years of the disaster declaration. It does not involve energy policy or new funding, but adjusts existing tax credit rules for disaster recovery.

Save for Success Act

Maddy summaryThe Save for Success Act (HR 7393) amends the tax code to allow distributions from 529 college savings plans to be used for first-time homebuyers' housing expenses, such as purchasing a principal residence, closing costs, and mortgage payments. It directly affects individuals using 529 plans who qualify as first-time homebuyers - defined as those with no ownership of a principal residence in the past three years. The key provision expands the list of qualified expenses under 529 plans beyond education costs to include home purchases, while maintaining the "first-time homebuyer" definition from existing tax law. This change takes effect for distributions made after December 31, 2026.

Daylight Act of 2026

Maddy summaryThis bill permanently changes U.S. standard time zones by reducing the offset from UTC by 30 minutes across all regions. It amends the 1918 Calder Act to adjust time zone differences (e.g., changing "4 hours" to "3.5 hours" for the Eastern Time Zone) and repeals the 1966 Uniform Time Act, which currently governs daylight saving time rules. The change directly affects all U.S. time zones, shifting local times earlier by 30 minutes without altering daylight saving time schedules. The policy change takes effect 90 days after enactment, implementing a permanent adjustment to standard time.

Energy Choice Act

Maddy summaryThis bill prevents state or local governments from banning or restricting energy connections (like installation, modification, or access) based on the type or source of energy, such as electricity, natural gas, or renewable fuels. It directly affects consumers choosing energy providers and energy companies seeking to offer services. The key provision prohibits local laws, regulations, or policies that limit energy services sold in interstate commerce, covering all energy types listed in the bill’s definitions. It does not create new programs but limits regulatory authority at the state or local level. The law aims to ensure open access to diverse energy sources without source-based restrictions.

Make Elections Great Again Act

Maddy summaryThe Make Elections Great Again Act (HR 7300) would require voters to present photo identification to cast ballots in person or by mail for federal elections, with limited exceptions for religious objections or military voters. It would establish new requirements for proving U.S. citizenship during voter registration, including documentary proof of citizenship and proof of state residency. The bill would change mail-in ballot procedures by requiring voters to request mail-in ballots (rather than universal mail-in voting), implementing barcode tracking for mail-in ballots, and setting strict deadlines for ballot receipt. These provisions would apply to all states for federal elections held in 2027 or later, affecting how voters register, vote in person, and submit mail-in ballots for federal office elections.
