This resolution expresses the sense of the House of Representatives that Congress should ensure that the U.S. Postal Service is not privatized and remains an independent establishment of the federal government.

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.

This resolution requires a Member, Delegate, or Resident Commissioner of the House of Representatives to wear a mask in the Capitol complex until it is no longer recommended to do so by the Centers for Disease Control and Prevention. It also establishes a $1,000 fine for each violation of this requirement.

This resolution calls upon Vice President Michael R. Pence (1) to immediately use his powers under section 4 of the Twenty-fifth Amendment to convene and mobilize the principal officers of the executive departments to declare that the President is unable to successfully discharge the duties and powers of his office, and (2) to transmit to the President pro tempore of the Senate and the Speaker of the House notice that he will be immediately assuming the powers and duties of the office as Acting President.

Repeal of the Authorization for Use of Military Force This bill repeals the Authorization for Use of Military Force signed into law September 18, 2001.

Incentives for our Nation's Veterans in Energy Sustainability Technologies or the INVEST Act This bill allows the work opportunity tax credit to be used for the hiring of a specified veteran who works in a field of renewable energy. A specified veteran means any veteran who is certified as (1) having received a credential or certification from the Department of Defense of a military occupational specialty or skill in a field of renewable energy or with respect to advanced manufacturing, machinist or welding, or engineering; (2) having completed a vocational degree in a field of renewable energy; or (3) having completed a LEED (Leadership in Energy & Environmental Design) certification with the United States Green Building Council. The Department of the Treasury shall compensate specified U.S. possessions for their losses resulting from this bill.

Same Day Registration Act of 2021 This bill requires states with a voter registration requirement to make same-day voter registration available at the polling place on any day voting is permitted.

This bill authorizes the Maritime Administrator of the Department of Transportation to purchase duplicate medals for U.S. merchant mariners who engaged in qualified service during World War II. To be eligible, a merchant mariner must submit an application to the Maritime Administrator. The bill sets forth what constitutes qualified service, including time frame of service and licensing requirements.
