This resolution declares that decreasing the spread of COVID-19 (i.e., coronavirus disease 2019) in Africa is in the national interest of the United States, commends the work of Africa's frontline health workers, and calls on the United States and the international community to support African countries' responses to the pandemic.

Fair Transportation Act This bill addresses the disbursement of surface transportation funding in an equitable way by federal, state, and local entities. Specifically, the Government Accountability Office (GAO) must review the extent to which states consider equity and improve equity outcomes in the use of federal surface transportation funds at all phases of project delivery, including the diverse transportation needs of economically disadvantaged and underserved populations. Additionally, the Department of Transportation (DOT) must carry out a transportation equity research program for research and demonstration activities that focus on the impacts that surface transportation planning, investment, and operations have on economically disadvantaged and underserved populations, including communities of color, low-income communities, and individuals with disabilities. The GAO must also review discretionary grant programs for surface transportation projects to determine the extent to which DOT is awarding funding through such programs to projects that serve groups or populations experiencing differential impacts in the transportation sector. Further, DOT must issue guidance on equity consideration metrics and best practices while disbursing federal funds.

Safe Hydration is an American Right in Energy Development Act of 2021 This bill requires hydraulic fracturing operations to test for and report on underground sources of drinking water that are contaminated by such operations. Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the formation. Specifically, this bill revises requirements governing state underground injection control programs. In order to obtain primary enforcement responsibility for such programs, states must prohibit the underground injection of fluids or propping agents pursuant to hydraulic fracturing operations related to oil, gas, or geothermal production activities unless the hydraulic fracturing operations agree to test for and report on contamination of drinking water. Hydraulic fracturing operations are exempted from those testing and reporting requirements if there is no accessible underground source of drinking water within a radius of one mile of the site where the operations occur. The Environmental Protection Agency must establish and maintain a publicly accessible and searchable database of the testing results.

Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation Act of 2021 or the FRESHER Act of 2021 This bill addresses stormwater runoff from mining, oil, or gas operations. Specifically, it eliminates a prohibition on the Environmental Protection Agency from requiring a permit under the National Pollutant Discharge Elimination System for discharges of certain collected, uncontaminated stormwater runoff from mining operations or oil and gas operations. In addition, the Department of the Interior must study stormwater runoff associated with oil or gas operations, including an analysis of (1) measurable contamination, (2) groundwater resources, and (3) the susceptibility of aquifers to contamination from stormwater runoff associated with the operations.

CLEANER Act of 2021 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2021 This bill eliminates the exemption of waste associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy from regulations governing the disposal of hazardous waste. Within a year of enactment, the Environmental Protection Agency (EPA) must determine whether such waste meets the criteria for hazardous waste, promulgate regulations concerning the disposal of such waste if the EPA determines it is hazardous, and revise regulations applicable to solid waste management and disposal facilities (e.g., landfills) to address such waste that is nonhazardous.

Children and Media Research Advancement Act or the CAMRA Act This bill requires the National Institutes of Health to fund research regarding the effects of media on infants, children, and adolescents. Such research must examine the impact of media (e.g., social media, television, video games) on cognitive, physical, and social-emotional development.

Quit Because of COVID-19 Act This bill provides for Medicaid and Children's Health Insurance Program (CHIP) coverage of certain tobacco cessation services. Specifically, the bill provides for coverage, without cost-sharing, of diagnostic, therapy, and counseling services and pharmacotherapy, including prescription and nonprescription tobacco cessation agents, that are provided under medical supervision and in accordance with specified guidelines. It also applies a 100% Federal Medical Assistance Percentage (i.e., federal matching rate) for such items and services during the public health emergency relating to COVID-19 and for two years after the emergency period ends.

This resolution recognizes the disparity between wages paid to men and women, and its impact on women, families, and the nation and reaffirms Congress' commitment to supporting equal pay and to narrowing the gender wage gap.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Farm Workforce Modernization Act of 2021 This bill contains provisions related to alien farmworkers, including provisions establishing a certified agricultural worker (CAW) status and changing the H-2A temporary worker program. The Department of Homeland Security (DHS) may grant CAW status to an applying alien who (1) performed at least 1,035 hours of agricultural labor during the two-year period prior to March 8, 2021; (2) on that date was inadmissible, deportable, or under a grant of deferred enforced departure or temporary protected status; and (3) has been continuously present in the United States from that date until receiving CAW status. The bill imposes additional crime-related inadmissibility grounds on CAW applicants and makes some other grounds inapplicable. CAW status shall be valid for 5.5 years and may be extended. DHS may grant dependent status to the spouse or children of a principal alien. An alien with a pending application may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. A CAW alien (and dependents) may apply for lawful permanent resident status after meeting various requirements, including performing a certain amount of agricultural labor for a number of years. DHS shall create an electronic platform for (1) filing H-2A petitions, (2) facilitating the processing of H-2A cases, and (3) providing agencies a single tool for obtaining H-2A-related case information. The bill makes various changes to the H-2A program, such as (1) modifying the method for calculating and making adjustments to the H-2A worker minimum wage, (2) specifying how an employer may satisfy requirements that it attempted to recruit U.S. workers, (3) requiring H-2A employers to guarantee certain minimum work hours, (4) making the program available for agricultural work that is not temporary or seasonal, and (5) reserving a visa allocation for the dairy industry. DHS shall establish a pilot program allowing certain H-2A workers to apply for portable status, which gives the worker 60 days after leaving a position to secure new employment with a registered H-2A employer. DHS shall establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. This bill permanently establishes the Housing Preservation and Revitalization Program, which provides financing assistance for rural rental housing and off-farm labor housing and rental assistance for qualified tenants of such housing. It also authorizes the Department of Agriculture to provide various assistance, including funding for insuring loans and grants for new farmworker housing.
