‘Six Triple Eight’ Congressional Gold Medal Act of 2021

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

American Family Act of 2021

American Family Act of 2021 This bill modifies the child tax credit to (1) make the credit fully refundable, (2) increase the amount of the credit and allow an additional credit for children who are under six years of age, (3) require the amount of the credit to be adjusted annually for inflation, and (4) require the Department of the Treasury to establish a program for making advance payments of the credit on a monthly basis.

Care for COVID–19 Act of 2021

Care for COVID-19 Act of 2021 This bill requires private health insurance plans to cover, without any cost-sharing requirement, medically necessary services for individuals who have been diagnosed with, or are presumed to have, COVID-19 (i.e., coronavirus disease 2019). The Department of Health and Human Services (HHS), the Department of Labor, and the Department of the Treasury must, not later than one week after this bill is enacted, jointly issue guidance specifying the applicable services. Further, HHS must reimburse insurance plans for the cost-sharing amount for such services that would otherwise have been required. The bill provides funding for this reimbursement.

Health STATISTICS Act of 2021

Health Standards To Advance Transparency, Integrity, Science, Technology Infrastructure, and Confidential Statistics Act of 2021 or the Health STATISTICS Act of 2021 This bill requires efforts to standardize reporting of public health data, including for COVID-19 (i.e., coronavirus disease 2019) data. It also expands access to federal databases for health research. Specifically, the Centers for Disease Control and Prevention (CDC) must develop uniform standards for health departments and other entities that report public health data. The Department of Health and Human Services (HHS) may award grants to entities for adopting the uniform standards and otherwise improving their reporting capabilities. Furthermore, the CDC must, in consultation with the National Institutes of Health, establish specific standards within 30 days for reporting COVID-19 data. HHS must also disseminate this data subject to privacy and other requirements. Additionally, the Office of Management and Budget must issue guidance on federal health data collection that covers, for example, ensuring data quality and increasing access to health data for research. The National Center for Health Statistics (NCHS) must carry out a demonstration program to expand an existing program that links different federal data sets for statistical public health research, including research on food insecurity, housing instability, and other social determinants of health. In particular, the program must link to the National Death Index, a database of death records maintained by the NCHS. Finally, the bill requires the CDC to award grants to research entities and public health departments to increase their capacity for conducting statistical public health research.

FAMILY Act

Family and Medical Insurance Leave Act or the FAMILY Act This bill entitles every employee to a family and medical leave insurance (FMLI) monthly benefit payment of two-thirds of the employee's regular pay, limited to a maximum of $4,000, for not more than 60 days of qualified caregiving. The bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration to administer the FMLI program. An FMLI benefit payment must be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill imposes a tax on employers, employees, and self-employed individuals to fund FMLI benefits. It also establishes the Federal Family and Medical Leave Insurance Trust Fund to hold tax revenues.

Secure Data and Privacy for Contact Tracing Act of 2021

Secure Data and Privacy for Contact Tracing Act of 2021 This bill establishes grants for state, tribal, and territorial health departments to incorporate digital contact tracing technology in COVID-19 (i.e., coronavirus disease 2019) contact tracing programs. The Centers for Disease Control and Prevention must award the grants. Any technology developed or procured with these grants must meet privacy, security, and other conditions. Grantees that acquire technology that does not meet these conditions lose eligibility for this, and future, funding for COVID-19 contact tracing technology. In addition, federal privacy standards for personal health information expressly apply to information transmitted or maintained by grant-funded programs. Current law restricts the use and disclosure of personal health information by health care providers, health plans, health clearinghouses, and their business associates. However, there is an exception to these standards for information used by, or disclosed to, a public health authority. The bill also prohibits the use of data derived from the contact tracing technology in legal proceedings or for immigration enforcement. The Government Accountability Office must evaluate this program.
