This Act redefines “resident” to mean one who is legally domiciled in the State for 10 years immediately preceding October of the pretax year. This change means that one must be domiciled in the State for 10 years before one who is over the age of 65 can receive the exemption from real estate taxes provided by Subchapter II, Chapter 81, Title 9 of the Delaware Code. This change is consistent with a similar change made to the residency requirements of those who are over the age of 65 and claiming a tax credit against school taxes (See House Bill No. 99, as amended, from the 149th General Assembly; Chapter 71, Volume 81 of the Laws of Delaware). This Act also corrects language in the definition of “income.” This language operates to reference income information that is a year old at the time provided. Removing this language will mean income information for the most recent federal and state income tax years is provided. Finally, this Act makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.

This Concurrent Resolution requests the Department of Transportation and Delaware State Police examine the issue of slower traffic in the left hand lane and jointly report to the General Assembly by November 1, 2018, their recommendations, if any, for action to address this issue.

This bill increases the minimum wage to be paid in this State beginning in 2018 and ending in 2021.

This Act allows an agency, as defined in § 6902 of Title 29, (“agency”) to accept electronic bid submissions and on-line bidding for contracts procuring material and nonprofessional services. This Act also expands the use of electronic bid submission and on-line bidding to be used for large public works contracts and large professional service contracts by the Office of Management and Budget or an agency. This Act also makes the Section of Government Support Services in the Office of Management and Budget responsible for administering the State’s centralized contract development, solicitation, evaluation, and contract administration system on behalf of all agencies. Finally, this Act makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.

This Act expands the total number of vice-chancellors on the Court of Chancery to 6 and makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.

The Act made changes to motor vehicle franchising practices, by doing the following: (1) Prohibiting a new motor vehicle manufacturer from recovering its costs for compensating its dealers for recalls or warranty parts and service by reducing the amount due to the dealer or imposing a charge. (2) Establishing the process for and method of compensating a dealer for a recall related to a used motor vehicle. (3) Providing a process by which a dealer may protest a franchise termination with the Public Service Commission. (4) Protecting consumer data. (5) Making technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual. This Substitute Act incorporates these changes and makes an additional change to § 4903(b) of Title 6.

This Senate Concurrent Resolution creates a Medicaid Buy-In Study Group to study the adoption of an expanded Medicaid Buy-In program that would allow Delawareans with incomes above 138% of the Federal Poverty Level to purchase insurance coverage through the Medicaid program.

This Senate Concurrent Resolution does all of the following: (1) Recognizes Diwali as an important festival. (2) Recognizes and appreciates religious diversity in India and the United States. (3) Supports the friendship and cooperation between the United States and India. (4) Acknowledges the onset of Diwali and expresses its warmest wishes to those celebrating Diwali in Delaware, the United States, India, and throughout the world.

This Joint Resolution recognizes the university of Delaware's center for environmental monitoring and analysis as the official repository of historical and real-time weather and climatological observations for the state of Delaware.

This Resolution creates a Shift Worker Protection Study Group to identify best practices to reduce the unpredictability of shift worker schedules.
