Water and Agriculture Tax Reform Act of 2021 This bill permits tax-exempt mutual ditch or irrigation companies to earn income from dispositions of certain property and stock interests without affecting their tax-exempt status, but requires that such income be used to pay the costs of operations, maintenance, and capital improvements of such a company. The bill also establishes a rule regarding the organizational governance of mutual ditch or irrigation companies. Where state law provides that such a company may be organized in a manner that permits voting on a basis that is pro rata to share ownership on corporate governance matters, the tax-exempt status of the mutual ditch or irrigation company must be determined without taking into account whether its member shareholders have one vote on corporate governance matters per share held in the corporation.

Luke and Alex School Safety Act of 2021 This bill requires the Department of Homeland Security (DHS) to establish a Federal Clearinghouse on School Safety Best Practices for use by state and local educational and law-enforcement agencies, institutions of higher education, health professionals, and the public. The bill requires DHS to collect clearinghouse data analytics, user feedback on the implementation of best practices and recommendations identified by the clearinghouse, and any evaluations conducted on these best practices and recommendations. In addition, DHS must coordinate with the Departments of Education, Health and Human Services, and Justice to assess and identify best practices and recommendations and establish an advisory board to provide feedback and propose additional recommendations. Further, the bill specifies the criteria for best practices and recommendations of the clearinghouse, including evidence that the best practice or recommendation has had a significant effect on improving the health, safety, and welfare of individuals in school settings. Finally, the bill provides for grant program review.

Uyghur Forced Labor Prevention Act This bill imposes importation limits on goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region, and imposes sanctions related to such forced labor. The Department of Homeland Security shall report to Congress a strategy for preventing the importation of goods produced in China using forced labor. The strategy must contain certain information, including a list of entities working with the government in Xinjiang to move forced labor or Uyghurs, Kazakhs, Kyrgyz, or members of other persecuted groups out of Xinjiang. The U.S. Customs and Border Protection shall generally presume that goods produced by these entities and certain other entities, generally those sourcing material from Xinjiang or involved with Chinese government forced labor programs, are barred from importation into the United States. The bill also expands existing asset- and visa-blocking sanctions related to Xinjiang to cover foreign individuals and entities responsible for serious human rights abuses in connection with forced labor. The Department of State shall report to Congress a strategy to enhance international awareness of forced labor in Xinjiang and to address such forced labor.

This resolution recognizes and expresses support for the efforts of democracy and human rights activists in Cuba.

Intelligence Community Workforce Agility Protection Act of 2021 This bill allows a current tax deduction for the moving expenses of an employee or new appointee of the intelligence community who moves due to a change in assignment that requires relocation. It also allows a current tax exclusion for such employees or appointees for moving expense reimbursements. Under current law, the tax deduction and exclusion for the moving expenses of other taxpayers are suspended for the period beginning in 2018 through 2025.

This concurrent resolution expresses the sense of Congress that tax-exempt fraternal benefit societies provide critical benefits to the people and communities of the United States and their work should continue to be promoted.

This resolution designates June 26, 2021, as the International Day against Drug Abuse and Illicit Trafficking and expresses support for efforts to address substance use and prevent drug trafficking and production.

This resolution (1) supports the designation of June 2021 as National Dairy Month, and (2) encourages the people of the United States to visit with dairy producers to learn more about agriculture and the vital role dairy producers play in our global food system.

This resolution welcomes the decision by most political parties in Georgia to sign the agreement mediated by the European Union and the United States on April 19, 2021. It also calls on the United National Movement and other remaining opposition parties to sign the agreement and for all parties to work to fully execute the letter and spirit of the agreement.

Unnecessary Agency Regulations Reduction Act of 2021 This bill requires the Office of Information and Regulatory Affairs to annually report a list of major rules (i.e., rules with a significant economic impact, cost to consumers, or adverse effects on competition) that it recommends should be consolidated or repealed because they are outdated, duplicative, or incur excessive compliance costs. Congress must review the list to determine, and recommend by joint resolution, any such rules to consolidate or repeal.
