This measure would recognize the month of August 2017 as Opportunity Youth Reengagement Month, and state the intent of the Legislature to encourage the expansion of schools authorized to specifically reengage "opportunity youth" 16 to 24 years of age by developing recommendations for a statewide student reengagement strategy and identifying the cost of the strategy compared to the cost of inaction; authorizing systems for accountability to students, parents, and families through transparency, active engagement, and outreach strategies; and highlighting, promoting, and uplifting evidence-based practices for successful student reengagement efforts that maintain multiple measures for evaluation of student success.
This measure would proclaim October 15, 2017, as the 16th annual celebration of California Freethought Day in Sacramento, California, congratulate past and current volunteers and planning committees of California Freethought Day, support the goals of California Freethought Day, invite Californians to join in the celebration of free thought, science, and the separation of religion and government, and urge other public officials to become more educated about the secular community.
Existing law authorizes the juvenile court to limit the control exercised by a parent or guardian over a child who has been adjudged to be a dependent child of the juvenile court on the grounds that the child has been subject to, or is at risk of, abuse or neglect, as specified. Existing law authorizes the juvenile court to remove the child from his or her home under certain conditions, and generally requires the county welfare department to provide or arrange for reunification services in order to reunite a child separated from his or her parent because of abuse, neglect, or exploitation. This bill would, only until January 1, 2025, establish the Community-Based Home Visitation Program as a pilot program in no more than 3 counties in the state to provide child abuse and neglect prevention and intervention services to families through one family resource center located in each county. The bill would make the implementation of the pilot program subject to appropriation by the Legislature. The bill would require the Office of Child Abuse Prevention of the State Department of Social Services to administer the program, as specified, and would establish various criteria for the selection of the family resource centers through an application process. The bill would require the office to secure an independent evaluator to conduct a comprehensive evaluation of the effectiveness of each pilot program, as specified, and would require the office to report interim results of the evaluation to the Legislature by December 31, 2021, and to report final results by December 31, 2024.
This measure would recognize June 12, 2017, as the 119th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.
This measure would urge the United States Congress to protect and sustain full funding for the Corporation for National and Community Service to ensure the continuation of critically needed services, expand opportunities, and save taxpayer dollars through essential national service programs like AmeriCorps and AmeriCorps VISTA.
This measure would declare that merit award payments in specified amounts, authorized by the Department of Human Resources, are made to specified current or retired state employees whose proposals have resulted in annual savings and net revenue gains to the state.
This measure would mark May 6, 2017, as the 135th anniversary of the enactment of the Chinese Exclusion Act in order to recognize the harm caused by racially discriminatory immigration measures, and to honor the contributions of all immigrants and refugees who have enriched our communities. The measure would also declare the opposition of the Legislature to recent executive orders signed by President Trump relating to immigration, call upon the President to revoke those orders, condemn the expansion of deportations being undertaken under the current presidential administration, and reaffirm that the state is open and welcoming to immigrants and refugees who are integral to life in our state.
